New Delhi: The Ministry of Railways has approved the deputation of Mr. R.N. Ranmung, an Indian Railway Traffic Service (IRTS) officer, to Indian Railway Catering and Tourism Corporation (IRCTC) as Chief Regional Manager (CRM), Guwahati. The posting is for a three-year tenure, as per the Railway Board order issued on 26 November 2025.
Three-Year Deputation to IRCTC Guwahati
According to the Railway Board, Mr. Ranmung—who previously served as Senior Divisional Commercial Manager (Sr. DCM/Rangiya) on Northeast Frontier Railway (NFR)—will serve a deputation term of three years, effective from 3 March 2023 (AN), or until further orders, whichever is earlier.
The appointment places him at the helm of IRCTC’s regional operations in Guwahati, which caters to multiple northeastern states and is considered a strategically important post.
Pay, Allowances, and Deputation Terms
Under the approved deputation terms, Mr. Ranmung will draw pay and allowances as admissible in the parent Railway service. He will also be eligible for deputation (duty) allowance as per the guidelines issued by the Ministry of Personnel, Public Grievances & Pensions.
The order further specifies that any special pay applicable in Railways will not be counted as part of deputation pay. The remaining service conditions—including leave, medical benefits, travelling allowance entitlements, and group insurance coverage—are outlined in the attached Annexure.
Administrative and Financial Oversight
The Principal Financial Adviser (PFA), Northeast Frontier Railway, has been designated as the concerned authority for all financial and administrative matters involving Mr. Ranmung during the deputation. This includes settlement of TA claims, processing of medical reimbursements, and oversight of leave benefits.
The deputation proposal was vetted and concurred with by the Finance Directorate of the Ministry of Railways before final approval.
Order Issued by Railway Board
The order, issued by Roshan Kumari Meena, Under Secretary, Railway Board, has been circulated to senior officials, including the Chairman and Managing Director (CMD) of IRCTC, as well as relevant Railway Board directorates and field units. Copies have also been marked to NFR authorities for necessary compliance.
