New Delhi: The Department of Personnel and Training (DoPT) has officially appointed three senior government officials to the post of Chief Vigilance Officer (CVO) in major public sector infrastructure undertakings, on an additional charge basis. The appointments are temporary and will remain effective for six months, or until a regular appointment is made, or until further orders—whichever is earlier.
Vivek Varshney Appointed as CVO of IRCON
Vivek Varshney (IRSME:2005), currently serving as Executive Director, Vigilance (Mechanical) in the Railway Board, has been entrusted with the additional responsibility of CVO at IRCON International Ltd, New Delhi. His appointment has been cleared by the competent authority through a DoPT order issued on July 2, 2025.
Varshney is a seasoned Indian Railway Service of Mechanical Engineers (IRSME) officer, known for his strong track record in engineering oversight and vigilance operations within the Indian Railways system.
Zaigham Ali Khan Gets Charge as CVO of RVNL
Zaigham Ali Khan (IRAS:1998), who is presently the Executive Director, Vigilance (Accounts) in the Railway Board, will take on the additional role of CVO of Rail Vikas Nigam Limited (RVNL), also based in Delhi. His appointment, also dated July 2, 2025, ensures that vigilance and compliance processes at RVNL remain uninterrupted.
Khan is an experienced Indian Railway Accounts Service (IRAS) officer, widely respected for his expertise in finance, audit, and vigilance procedures.
Vinay Kumar Named CVO of NHAI
Vinay Kumar (IAS:1999:BH), serving as Additional Secretary in the Ministry of Road Transport & Highways, has been given the additional charge of CVO at the National Highways Authority of India (NHAI). This decision was announced via a DoPT order dated June 30, 2025.
A senior Indian Administrative Service (IAS) officer of the Bihar cadre, Kumar has a vast administrative background and is expected to bring strong institutional oversight to one of India’s largest infrastructure authorities.
