Ranchi: The Jharkhand government has issued an urgent directive to multiple departments to accelerate the integration of critical services with the Jharkhand Single Window System (JSWS), following a review that highlighted significant gaps in the state’s readiness for full alignment with the National Single Window System (NSWS).
Review Reveals Implementation Gaps
According to an official communication issued by the Directorate of Industries, Deputy Director Sita Ram Paswan informed departmental nodal officers that out of 80 identified critical services, only 32 have been fully integrated with the Single Window platform. Another 15 services operate through redirection, while 33 services remain unavailable on the system.
The directive comes after a review meeting chaired by the Special Secretary, Cabinet Secretariat, Government of India, on December 5, 2025, to assess Jharkhand’s progress on NSWS integration. Despite being an early adopter of the Single Window clearance mechanism, the latest assessment points to persistent implementation gaps across departments.
Departments Directed to Complete Integration
Departments have been instructed to:
- Obtain necessary approvals from competent authorities for integration of redirected and unavailable services.
- Coordinate closely with the JSWS IT team at the Directorate of Industries.
- Complete full integration by December 31, 2025, ahead of the year-end deadline.
The communication has been circulated to senior officials across departments, including additional chief secretaries, principal secretaries, secretaries, managing directors, and heads of institutions, signaling close monitoring of compliance by the state government.
Department-Wise Progress and Gaps
A closer look at department-wise progress shows:
- Relatively better performance: Labour-related services, factory registrations, pollution control clearances, and certain utility approvals.
- Major shortfalls: Urban development, excise and prohibition, mines and geology, health licensing, land allotment in industrial areas, groundwater extraction, and real estate-related registrations.
Several business-facing approvals, such as excise licences, tourism registrations, professional tax, and select transport and IT-related services, continue to function through redirection, falling short of Single Window standards.

Full integration of services with JSWS is considered a key measure to improve ease of doing business, enhance transparency, and strengthen inter-departmental coordination in the state. Experts note that aligning Jharkhand’s system with NSWS will not only streamline approvals for businesses but also reduce delays, improve regulatory compliance, and promote investor confidence.
The state government’s year-end push underscores the urgency of making the Single Window platform fully operational, ensuring that all critical services are available digitally without reliance on manual or redirected processes.
