New Delhi/Bhopal: In a major recognition of its investor-friendly governance, Madhya Pradesh has been honored as a “Top Achiever State” in four business-centric reform areas — Business Entry, Labor Regulation Enablers, Land Administration, and Services Sector — under the Business Reform Action Plan (BRAP) 2024.
The award was presented by Union Minister for Commerce and Industry, Piyush Goyal, to Chief Minister Dr. Mohan Yadav at the Udyog Sammelan held at Sushma Swaraj Bhawan, New Delhi.
This honor places Madhya Pradesh among India’s top-performing states in the field of Ease of Doing Business, reaffirming its status as a fast-emerging hub for industrial growth and innovation.
CM Dr. Mohan Yadav: “We’ve Turned Ease of Doing Business into Speed, Scale, and Skill”
Chief Minister Dr. Mohan Yadav said that Madhya Pradesh is continuously working to promote industries and build an investment-friendly environment. He credited the central government’s leadership for giving new direction to India’s industrial development.
He emphasized that Ease of Doing Business in Madhya Pradesh goes beyond policy reforms, focusing instead on “Speed, Scale, and Skill” of business operations.
“We have simplified legal complexities through the Public Trust Act and established an environment of trust among investors. The MP e-Seva portal has integrated over 1,700 services from 56 departments, ensuring transparent and efficient governance,” the Chief Minister said.
Dr. Yadav added that regional industry conclaves, a successful Global Investors Summit in Bhopal, and reforms like SAMPADA 2.0 have helped Madhya Pradesh strengthen its industrial identity nationally.

Union Minister Piyush Goyal Commends MP’s Industrial Progress
Union Commerce and Industry Minister Piyush Goyal lauded Madhya Pradesh’s consistent performance in industrial reforms. He said the Business Reform Action Plan 2026 guidebook, launched at the event, is not just a reform document but “an example of good governance and trust-based policymaking.”
Goyal highlighted how cooperation between the Centre and states has accelerated India’s progress toward the Vision of a Developed India @ 2047.
MSME Minister Chaitanya Kashyap: 2025 is ‘Year of Industry and Employment’
MSME Minister Chaitanya Kumar Kashyap praised Chief Minister Dr. Yadav’s leadership, noting that Madhya Pradesh is celebrating 2025 as the ‘Year of Industry and Employment’.
He announced that under the Public Confidence Bill 2024, 64 sections across eight Acts of five departments have been amended to simplify processes.
During the Global Investors Summit 2025, in the presence of Prime Minister Narendra Modi, the state launched 18 new industrial policies and laid the foundation for the country’s largest PM MITRA Textile Park in Dhar.
“Through the InvestMP portal and Single Window System, investors can now obtain all necessary permissions online, making the process faster, transparent, and business-friendly,” Kashyap added.
InvestMP Portal and Single-Window System: Simplifying Industrial Growth
The InvestMP Portal has emerged as the backbone of the state’s digital investment facilitation system. Madhya Pradesh has:
- Rationalized or digitized 2,600+ compliances
- Repealed 925 outdated legal provisions
- Decriminalized 108 provisions across 26 Acts
These efforts signify a paradigm shift from punitive compliance to facilitative governance, ensuring ease, transparency, and investor confidence.
A Conducive Policy Ecosystem and Labor Reforms
Madhya Pradesh’s progressive labor reforms have been a game-changer — allowing women to work night shifts in all sectors and rationalizing working hours and overtime regulations.
The state has introduced 18 sectoral policies to attract investments in renewable energy, logistics, electric mobility, textiles, and electronics, offering long-term stability and clarity for industries.
Citizen-Centric Governance and Digital Innovation
Madhya Pradesh’s governance approach emphasizes transparency, technology, and trust.
Flagship initiatives include:
- Public Service Guarantee Act
- e-Services Portal
- Labor Case Management System
SAMPADA 2.0 — India’s first faceless digital property registration system, which recently won the National e-Governance Gold Award 2025
These innovations underscore Madhya Pradesh’s position as a leader in digital governance and reform-driven growth.
