New Delhi: India is turning a decisive corner in its aerospace and defence ambitions. On October 17 2025, the Mahindra Group and Embraer Defense & Security announced a Strategic Cooperation Agreement (SCA) to jointly promote the C-390 Millennium transport aircraft for the Indian Air Force’s Medium Transport Aircraft (MTA) programme.
Importance of This Partnership
The IAF has long been seeking a modern medium‐lift aircraft to replace aging platforms such as the Antonov An-32, and to boost India’s air-mobility, humanitarian rescue and logistics capability across diverse and difficult terrains.
The C-390 Millennium boasts a 26 tonne payload, greater speed (~470 knots) and the ability to operate from short or unprepared runways, making it a strong fit for India’s operational needs.
By collaborating with Mahindra, Embraer aims to align this offering with India’s “Make in India” and “Atmanirbhar Bharat” ambitions — targeting local manufacturing, assembly, supply-chain integration and possibly maintenance, repair & overhaul (MRO) work.
The Partnership: What’s On The Table
The agreement builds upon a prior Memorandum of Understanding (MoU) signed in February 2024, further deepening cooperation.
Together, Mahindra and Embraer will engage India’s defence and aerospace ecosystem to identify domestic partners for production, assembly and maintenance of the C-390 aircraft. Embraer inaugurated a new India office in Aerocity, New Delhi, signalling its long-term commitment to the Indian market.

The plan intends to make India not just a buyer but a regional manufacturing and support hub for the C-390 platform.
Strategic Implications for India
This move strengthens India’s defence‐industrial base and aerospace ecosystem by:
- Driving technology transfer and local capability development in aerospace manufacturing.
- Aligning with national policies for self-reliance in defence (Atmanirbhar Bharat) and boosting exports potential.
- Strengthening India–Brazil bilateral industrial and defence ties, opening further cooperation avenues.
- Enhancing the IAF’s logistics and transport capability at a critical moment of regional security and humanitarian mission demand.
The Road Ahead & What to Watch
The formal SCA is just the beginning; next steps will include detailed workshare mapping, partner identification, supply-chain localisation and possibly setting up an Indian assembly line.
How this contrasts with other contenders in the MTA programme (such as the Lockheed Martin C-130J or Airbus offerings) will be a key metric.
The speed at which the Indian government formalises the MTA tender and selects a platform will drive momentum.
Whether India truly becomes a regional manufacturing hub for the C-390 Millennium will depend on export prospects, regulatory approvals and industrial readiness.
Final Word
In a landscape where air-mobility and transport support are increasingly mission-critical, the Mahindra-Embraer tie-up signals more than a supply deal — it reflects India’s industrial maturity and ambition. For the IAF, it offers a modern lifter; for India’s aerospace ecosystem, it opens the door to higher value manufacturing and global defence participation.
