Bhopal: Chief Minister Dr. Mohan Yadav inaugurated the Urban Transformation Summit 2025 in Bhopal on Friday, emphasizing that urban development is one of the most critical needs of the modern era. Addressing the summit organized by a leading media group, the Chief Minister outlined the government’s vision for sustainable, inclusive, and smart urban infrastructure across Madhya Pradesh.
“Our aim is to make urban life simpler, more convenient, and full of opportunities. Strong public infrastructure not only empowers citizens but also makes them more responsible,” said Dr. Yadav during his keynote address.
Urban Development Highlights: Metro Rail, Flyovers, and Smart Cities
Dr. Yadav highlighted the ongoing construction of metro train services and large flyovers across major urban centers to ease traffic congestion and modernize public transport. While metro operations have already begun in Indore, Bhopal’s metro is expected to become operational on one corridor by October 2025.
He also stressed the creation of Smart Cities tailored to the unique identity and heritage of each urban area, integrating technology with tradition. “We’re moving ahead in a planned manner to build clean and green cities while preserving historical and cultural assets,” he added.

Affordable Housing, AMRUT 2.0, and Urban Services Expansion
Madhya Pradesh has completed the construction of 8.56 lakh houses under affordable housing schemes, with around 82% allotted in the name of women or jointly with their spouses. The government aims to build 10 lakh more homes, attracting an estimated ₹50,000 crore investment.
Under AMRUT 2.0, all urban local bodies have been included. The state has initiated work on:
- 224 water supply projects worth ₹3,450 crore (out of 297 sanctioned)
- 4 sewerage projects worth ₹1,312 crore (out of 36 sanctioned)
These initiatives are expected to benefit over 60% of the urban population.
New Urban Legislation & Vision 2047: Toward a $2 Trillion Economy
The cabinet has approved the Madhya Pradesh Metropolitan Region Planning and Development Act, 2025, paving the way for structured urban expansion. The CM reiterated that under the “Viksit Madhya Pradesh – 2047” roadmap, the state is targeting a $2 trillion economy, with urban areas playing a pivotal role.
Green Policy Moves: EV Push and Fire Safety Reforms
To promote sustainable mobility, the government has rolled out a comprehensive Electric Vehicle (EV) Policy, aimed at:
- Offering subsidies and fee waivers for EV buyers
- Boosting EV manufacturing, charging infrastructure, and skill development
A new legislation, the Madhya Pradesh Fire and Emergency Services Act, 2025, has also been introduced to tackle increasing urban fire and emergency risks effectively. The Act emphasizes structured regulation, training, certification, and accountability in emergency response systems.

Collaboration with Private Sector, Focus on Resilience
Dr. Yadav emphasized the importance of private sector participation and investment in empowering local bodies and expanding urban services. “We are developing a responsive, scientific, and resilient emergency system for the protection of life, property, and the environment,” he added.
Recognizing Excellence & Visionary Planning
In his welcome address, Arpit Gupta, Senior Associate Editor of the media group, praised the state’s concrete steps toward holistic urban development. CM Dr. Yadav was also presented with a coffee table book and a memento to mark the occasion.
“With strong leadership and inclusive planning, Madhya Pradesh is fast emerging as a model state for urban transformation,” Gupta said.
