Bhopal/New Delhi: The Department of Personnel and Training (DoPT), under the Ministry of Personnel, Public Grievances, and Pensions, has mandated that Indian Administrative Service (IAS) officers of Madhya Pradesh cadre who fail to submit their movable and immovable property details on time will face delays in their promotions starting next year. Officers must submit their declarations by January 31 annually, or risk being ineligible for the next promotion cycle.
Timely Submission Made Mandatory via SPARROW Portal
Madhya Pradesh’s General Administration Department has circulated DoPT’s directives to all state IAS officers. The officers are required to file their annual Immovable Property Report (IPR) through the SPARROW (System for Pension Administration and Retirement-Related Online Work) portal by January 31 every year.
The report must include full details of all immovable property held:
- In the officer’s name
- In the name of their spouse
Or inherited property as of December 31 of the previous year
The SPARROW portal automatically locks submissions after midnight on January 31, preventing late entries.
Current Compliance Status Among MP IAS Officers
Madhya Pradesh has a sanctioned strength of 459 IAS officers, with 377 currently in service. Reports reveal that around 12 officers fail to submit their property declarations, while over 20 submit after the deadline, creating compliance issues.
In response, DoPT has clearly warned that technical issues such as non-receipt of OTPs or system glitches will not be accepted as valid excuses, urging officers to submit well in advance.
DoPT Guidelines Under All India Services (Conduct) Rules
These instructions are issued under Rule 16(2) of the All India Services (Conduct) Rules, 1968, linking the timely submission of property details directly to an officer’s next pay matrix progression and promotion eligibility.
Disciplinary Actions for Non-Compliance
The Madhya Pradesh General Administration Department has confirmed that failure to submit the property declaration by January 31 will block the officer’s next promotion. Furthermore, disciplinary action will be initiated against officers who do not comply with these mandatory requirements.
This directive reinforces the government’s commitment to transparency, accountability, and adherence to service rules among IAS officers.
