New Delhi: Petronet LNG Ltd (PLL) has received in-principle approval for a revised investment plan to set up a 5 million metric tonnes per annum (MMTPA) land-based regasified liquefied natural gas (R-LNG) terminal at Gopalpur Port in Ganjam district, Odisha. The project represents a shift from its earlier proposal of a 4 MMTPA Floating Storage and Regasification Unit (FSRU)-based terminal and marks a significant step in expanding India’s natural gas infrastructure on the East Coast.
Increased Investment and Project Scope
The revised plan entails an incremental investment of ₹4,048.80 crore, taking the total estimated cost of the greenfield project to ₹6,354.80 crore (including taxes and duties). This decision was taken during Petronet LNG’s Board of Directors meeting held on Friday, July 25, 2025.
The proposed R-LNG terminal will be the first land-based LNG infrastructure on India’s eastern coastline, reflecting strategic efforts to diversify gas import capabilities beyond the west coast.

Project Completion Timeline: 3 Years
Petronet LNG stated that the project is expected to be completed in three years, positioning the company to tap into untapped demand in eastern and northeastern India, as well as in industrial clusters in Odisha and neighboring states.
The company said, “This new greenfield terminal will be a critical gateway to support the government’s vision for a gas-based economy and improve regional energy access.”
Stock Movement and Market Reaction
Following the announcement, shares of Petronet LNG were trading down by 1.61% at ₹302.70 on the Bombay Stock Exchange (BSE), as investors reacted to the capital outlay and shift in project design. Market analysts, however, view the development as a long-term capacity expansion aligned with national energy diversification priorities.

Petronet LNG Limited is an Indian oil and gas company formed by the Government of India to import liquefied natural gas (LNG) and set up LNG terminals in the country. It is a joint venture company promoted by the Gas Authority of India Limited (GAIL), Oil and Natural Gas Corporation Limited (ONGC), Indian Oil Corporation Limited (IOC) and Bharat Petroleum Corporation Limited (BPCL).
Petronet LNG Limited, one of the companies in the Indian energy sector, has set up the country’s first LNG receiving and regasification terminal in Dahej, Gujarat, and another terminal in Kochi, Kerala. While the Dahej terminal has a nominal capacity of 17.5 million tonnes per year (equivalent to 70 million cubic metre per day of natural gas at standard conditions), the Kochi terminal has a capacity of 5 million tonnes per year (equivalent to 20 million cubic metre per day of natural gas).
