New Delhi: The Public Works Department (PWD) is planning to partner with Indian Oil Corporation (IOC) to support its Corporate Social Responsibility (CSR) initiative, the ‘Adopt a Flyover’ project, sources said on Friday.
The initiative aims to transform the city’s flyovers and adjoining spaces by engaging private firms in the maintenance, beautification, and cleanliness of public infrastructure. In return, participating companies will be granted limited advertising rights on the adopted structures.
New CSR Partnership to Revamp Delhi’s Infrastructure
According to sources, discussions between IOC representatives and PWD officials have been progressing positively. The department is now preparing to sign a Memorandum of Understanding (MoU) with IOC to formally initiate the collaboration.
“We are planning to sign an MoU with IOC to get support for the government’s CSR initiative. The site (flyover) would be handed over to the company for two years for maintenance. Further details are being worked on,” an official familiar with the matter said.
This partnership marks a significant shift in the city’s infrastructure management approach, leveraging private sector participation to ensure better upkeep of public spaces.
94 Flyovers Identified for Development
Under this initiative, PWD has identified 94 flyovers across Delhi for adoption. The goal is to convert these often neglected and encroached areas beneath the flyovers into clean, vibrant, and functional public spaces.
Officials said the department envisions developing public amenities such as:
- Primary health clinics
- Electric vehicle (EV) charging stations
- Children’s play areas
- Office spaces and co-working zones
- Reading rooms and small libraries
These additions are expected to improve the city’s urban landscape while providing community-focused facilities for residents.
Policy Push Towards Public-Private Partnership
In July 2025, PWD Minister Parvesh Verma chaired a high-level meeting directing officials to prepare large-scale proposals aligned with Public-Private Partnership (PPP) and CSR models. The aim is to attract corporate participation in civic maintenance and development projects.
The move follows growing concerns over funding constraints, delays, and cost overruns in public projects. By involving companies under the CSR framework, the government hopes to achieve faster project execution and sustained maintenance.
Transforming Neglected Spaces into Urban Assets
Officials emphasized that the ‘Adopt a Flyover’ project reflects a sustainable and community-oriented vision. Beyond aesthetics, the initiative seeks to improve safety, accessibility, and environmental quality around major road infrastructure.
The model will also help reduce the burden on public funds while encouraging corporations to contribute directly to urban development and civic enhancement.
