- Central Procurement Department (CPD) and Nodal Technical Agency (NTA) framework: These were introduced to make the tendering process more efficient and transparent.
- Shared Financial Services (SFS): Partnering with IBM India, Mr. Thakur facilitated system-based vendor payments, ensuring timeliness and financial accuracy.
Moreover, his emphasis on E-Bank Guarantees, digital EMDs, and rationalized negotiation protocols introduced faster, fairer, and more transparent operational processes, further strengthening the company’s governance structure.
A Glimpse into Mr. Thakur’s Legacy
A 1990-batch Indian Railway Traffic Service (IRTS) officer, Mr. Thakur is an alumnus of St. Stephen’s College, Indian Institute of Foreign Trade (IIFT), Indian Institute of Management Indore (IIM Indore), and the University of Stuttgart (Institute for Road and Transport Science).
Before taking charge as the CVO at ONGC, he had a distinguished career, serving as Principal Secretary of Industries & Commerce in the Jammu & Kashmir Government. During his tenure, he played a pivotal role in implementing the Union Territory’s new Industrial Policy and contributed significantly to boosting its aviation sector.
