New Delhi: The Ministry of Youth Affairs and Sports has taken a significant step toward democratizing Indian sports governance by releasing three comprehensive draft rules for public consultation.

This landmark move comes under the recently enacted National Sports Governance Act, 2025, which received Presidential assent on August 18, 2025.

The ministry has released draft rules covering three vital aspects of sports administration:

1. National Sports Governance (National Sports Bodies) Rules

This framework defines the structural blueprint for national and regional sports organizations across India. 

The rules emphasize inclusion of sportspersons who have achieved outstanding merit, ensuring athletes have a voice in decision-making processes.

The draft also lays down transparent election procedures and clearly defined disqualification criteria to prevent malpractices.

2. National Sports Governance (National Sports Board) Rules

These rules establish the operational framework for the National Sports Board, which will serve as the apex body overseeing sports administration in the country.

The document details the Board’s composition, appointment procedures, and comprehensive staffing arrangements to ensure professional management.

3. National Sports Governance (National Sports Tribunal) Rules

The Tribunal rules create guidelines for India’s specialized sports dispute resolution mechanism. This framework covers appointments, service conditions, and detailed procedures for resolving sports-related conflicts.

The Tribunal will adjudicate matters while respecting international sporting jurisdictions and established legal protocols.
