In a significant development, the Ministry of Defense on June 9 announced the appointment of Lieutenant General Rajiv Ghai, the current Director General of Military Operations (DGMO), as the Deputy Chief of Army Staff (Strategy). This new and highly strategic post will oversee the Army’s Operations and Intelligence Directorate and other key strategic wings.
Lt Gen Ghai will continue to hold his position as DGMO alongside this new role, underscoring the government’s confidence in his leadership during critical military operations and diplomacy.
Key Role in Operation Sindoor and Ceasefire Talks
Lt Gen Ghai came into the national spotlight for his crucial role during Operation Sindoor, where Indian armed forces launched coordinated precision strikes on terrorist targets without crossing the Line of Control or International Border. This operation led to Pakistan approaching him directly to seek a ceasefire.
Just two days after the ceasefire was declared, Lt Gen Ghai addressed a press conference on May 12, highlighting the preparedness, coordination, and strategic intent behind the mission, and emphasized India’s restraint coupled with decisive action.

Awarded Uttam Yudh Seva Medal for Strategic Brilliance
On June 4, President Droupadi Murmu conferred the Uttam Yudh Seva Medal (UYSM) on Lt Gen Ghai in recognition of his leadership during Operation Sindoor. This prestigious award is given for distinguished service of an exceptional order during war, conflict, or hostilities.
Dual Responsibility: DGMO and Deputy Chief (Strategy)
The Deputy Chief (Strategy) is a newly created post and is now considered one of the most influential roles in the Indian Army. It will work closely with military intelligence, operations, and forward-strategy planning. With Lt Gen Ghai simultaneously serving as DGMO, this move is seen as a consolidation of operational and strategic leadership under one of India’s most trusted senior officers.
Recent Security Assessment in Manipur
Earlier this year, on February 25, Lt Gen Ghai visited Manipur to assess the volatile security situation, particularly along the India-Myanmar border. He conducted meetings with top officials including the Governor, Chief Secretary, and Director General of Police to review the Army’s operational readiness and progress of infrastructure projects in the region.
During this visit, he strongly advocated for a “whole-of-government approach” to tackle the complex and evolving security challenges in the Northeast.
Military Career and Past Operations
A senior officer of the Kumaon Regiment, Lt Gen Rajiv Ghai has held multiple operational roles throughout his career. Before becoming DGMO on October 25, 2024, he served as the General Officer Commanding (GOC) of Chinar Corps, where he led counter-terrorism operations in Jammu and Kashmir -a role that reinforced his reputation as a battle-hardened and strategic leader.
Strategic Implications of the Appointment
The appointment of Lt Gen Ghai to this newly created position comes at a time when India’s military posture is evolving to counter threats on multiple fronts—from insurgencies in the Northeast to tensions along the western and northern borders. His dual role reflects an integration of real-time operational command with long-term strategic planning.
