In a significant bureaucratic development, the Telangana government on Wednesday announced a series of IAS transfers aimed at streamlining departmental operations and enhancing governance. Mr. M. Raghunandan Rao, a 2002-batch IAS officer and current Commercial Taxes Commissioner, has been given Full Additional Charge (FAC) as Secretary to Government in the Revenue (Commercial Taxes & Excise) department. This move follows the voluntary retirement of Mr. Syed Ali Murtaza Rizvi, a senior 1999-batch IAS officer, effective from October 31. This appointment is expected to further stabilize the revenue framework during a crucial phase of state-level tax reforms.
Energy and Religious Affairs Receive Fresh Administrative Leadership
Mr. S. Harish, a 2015-batch IAS officer presently Chairman and Managing Director of TGGenco, has been assigned FAC of Director, Endowments, a move likely to improve synergy between the state’s energy and religious departments. This change has relieved Ms. Shailaja Ramaiyer (1997-batch IAS officer) from her FAC responsibilities. The government’s decision signals an intent to place experienced leadership at the helm of key cultural and utility departments to promote balanced development.
Revamping Core Infrastructure Departments
In another important shift, Mr. Bhavesh Mishra, a 2015-batch IAS officer currently serving as Deputy Secretary in the Information Technology, Electronics and Communications (ITE&C) department, will now also take over as Director of Mines and Geology. This reassignment relieves Ms. Valluru Kranthi from her FAC role. The new leadership is expected to accelerate mining policies aligned with digital governance and sustainability goals.
Grassroots Governance Enhanced with Strategic District-Level Reposting
Ms. Garima Agrawal, a dynamic 2019-batch IAS officer, has been transferred from her current role as Additional Collector (Local Bodies) in Siddipet to serve in the same capacity in Rajanna-Sircilla district. This lateral movement is expected to bring her proven field-level experience to a region that is witnessing active developmental projects and increasing civic engagement.

Chief Secretary Mr. K. Ramakrishna Rao (1991-batch IAS officer) issued the orders, underscoring the government’s objective of reinforcing institutional frameworks and ensuring dynamic leadership at both state and district levels.
