In a landmark administrative move aimed at boosting efficiency and strengthening grassroots governance, the Uttar Pradesh Cabinet has approved a significant amendment to the Lekhpal Service Rules. The decision, hailed as a major step in bureaucratic reform, now allows Chainmen to be promoted to the post of Lekhpal for the first time in the state’s history.

A Breakthrough for Career Progression in Revenue Administration
Finance Minister Mr. Suresh Khanna announced that under the Fifth Amendment Rules 2025, two percent of all Lekhpal posts will be reserved for Chainmen through promotion. This marks a transformative shift from the earlier system, where all Lekhpal appointments were made exclusively through direct recruitment by the Subordinate Services Selection Commission.
Uttar Pradesh currently has 30,837 sanctioned Lekhpal posts, with 21,897 in-service and 8,940 vacant. The new provision opens a long-awaited avenue for Chainmen who have served six years or more, provided they have passed the Intermediate or equivalent examination. Eligible candidates will be selected on the recommendation of a duly constituted committee.
Boost to Grassroots Delivery and Revenue Efficiency
According to the state government, promoting experienced Chainmen—who have spent years working closely with land records, surveys, and field-level operations—will improve the efficiency of the Revenue Department. Their familiarity with terrain, village-level administrative mechanisms, and ongoing development work will help speed up implementation of key schemes at the grassroots.
This change is expected to ensure more timely service delivery, quicker land-related resolutions, and improved access to revenue functions for citizens.
A Major Healthcare Boost: New Medical College to Rise in Baghpat
In another development-oriented decision, the Council of Ministers approved the transfer of 5.07 hectare land in Baghpat district to the Medical Education Department for setting up a new medical college under the PPP model. The land, located in village Meetli, was earlier under the Fisheries Department.
Except for a disputed 0.53 hectare portion, the remaining land will be made available free of cost, enabling faster project execution.
Expanding Medical Infrastructure Across Uttar Pradesh
Uttar Pradesh currently hosts 80 medical colleges in 60 districts across government and private sectors. Until now, Baghpat remained one of the few districts without such a facility. The upcoming medical college will not only bridge this gap but also strengthen healthcare accessibility, create employment opportunities, and support future medical professionals in the region.

Both key decisions reflect Uttar Pradesh’s ongoing push towards stronger administrative reforms and wider development outreach. The promotion pathway for Chainmen is set to revitalise field-level revenue administration, while the medical college approval underscores the state’s renewed focus on healthcare expansion under a forward-looking governance model.
