Lucknow: The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has given the green light to recruit 3,601 new employees in urban local bodies across the state. This decision comes as part of the approval of the 29th Amendment Rules 2025 under the Uttar Pradesh Municipality (Centralized) Service Regulations, which will strengthen recruitment policies and enhance the quality and accountability of municipal services.
Expansion of Urban Workforce and Improved Governance
The amendment revises and restructures the centralized municipal services, which were last updated in September 2024. Following these changes, the total posts in urban local bodies will increase from the current 3,085 to 6,686 positions. This expansion aims to ensure better service delivery, enhanced employee accountability, and improved financial management to accelerate urban development projects.
The new rules clarify job roles and responsibilities, helping local bodies provide timely and quality services to citizens while streamlining recruitment promises.
Paddy Procurement Policy for Kharif 2025-26 Finalized
The Cabinet approved the Price Enhancement Scheme for paddy procurement during the Kharif season of 2025-26. The procurement period is set from October 1, 2025, to January 31, 2026, in Western Uttar Pradesh and from October 15, 2025, to February 28, 2026, in Eastern Uttar Pradesh.
- Minimum Support Price (MSP) for common paddy: increased to ₹2,369 per quintal (up from ₹2,300 last year)
- Grade A paddy MSP: raised to ₹2,389 per quintal
- Procurement target: 60 lakh metric tonnes
- Current procurement centers: 3,100, to be increased by 700 following CM’s directive
In addition, the Cabinet approved the coarse grains procurement policy effective from October 1 to December 31, 2025, setting MSPs as follows:
- Maize: ₹2,400 per quintal (up ₹175 from last year)
- Bajra: ₹2,775 per quintal (up ₹150)
- Hybrid Jowar: ₹3,699 per quintal
- Maldandi Jowar: ₹3,749 per quintal
Purchases of bajra will take place in 33 districts.
District Mineral Foundation Trust Rules Amended to Support Rural Development
The Cabinet passed the third amendment to the District Mineral Foundation Trust Rules 2025. This amendment mandates that 70% of the foundation funds be allocated directly to affected areas for essential sectors like drinking water supply, environmental protection, healthcare, education, and skill development. The remaining 30% will be used for infrastructure development, irrigation, and alternative energy projects.
This move aims to promote sustainable rural development without imposing additional financial burdens on the state government.
Three New Private Universities Receive Letters of Intent
To strengthen higher education, the Cabinet approved Letters of Intent for three private universities:
- Thakur Yuvraj Singh University, Fatehpur (sponsored by Anglo Sanskrit College)
- Gandhi University, Jhansi (sponsored by Sant Maa Karma Human Welfare Trust)
- Radha Govind University, Chandausi (Sambhal) (sponsored by Solan Education Society)
With these approvals, the total number of private universities in Uttar Pradesh has reached nearly 50. Over the past three years, five new government universities have also been established, fulfilling the goal of one government university in every division.
Sant Kabir Textile and Apparel Park Scheme Approved
The Cabinet gave approval to the Sant Kabir Textile and Apparel Park Scheme aimed at boosting employment and promoting the textile industry. Each park will be allocated 50 acres of land and is expected to generate jobs for more than 1,500 people per park, supporting the state’s industrial growth.
Expansion of Development Authorities with ₹970 Crore Seed Capital
To support urban expansion, the Cabinet sanctioned ₹1,832.51 crore for the extension of development authorities in Lucknow, Rampur, Ayodhya, and Baghpat-Baraut-Khekra under the Chief Minister’s Urban Expansion Scheme.
In the first phase:
- ₹750 crore will be allocated to Lucknow Development Authority
- ₹100 crore each to Rampur and Ayodhya Development Authorities
- ₹20 crore to Baghpat-Baraut-Khekra Development Authority
Funds will be provided as seed capital over a 20-year period to facilitate land acquisition and infrastructure development.
Semiconductor Unit Relocated to Sector-28 of Yamuna Expressway Authority
The Cabinet approved shifting the semiconductor manufacturing unit by Foxconn and Vamasundari from Sector-10 to Sector-28 in the Yamuna Expressway Authority zone.
The project, with an investment of ₹2,706.12 crore, has received approval from both the central and state governments and is expected to create 3,780 direct and indirect jobs in the region, boosting the electronics and information technology sector in Uttar Pradesh.
