Lucknow— In a major push to expand and modernize the higher education landscape, the Uttar Pradesh government has granted approval for the establishment of two new private universities — Maharishi Mahesh Yogi Ramayan University in Ayodhya and Ajay Kumar Garg University in Ghaziabad. This move aligns with the state’s long-term vision of building a “New Uttar Pradesh” rooted in academic excellence, regional accessibility, and private-sector collaboration.
According to an official government statement released Friday, the approvals were granted through a time-bound process designed to expedite access to quality education at the local level. The initiative is also a part of the government’s broader commitment to making education more accessible, inclusive, and technologically advanced.

New Universities at a Glance
Maharishi Mahesh Yogi Ramayan University – Ayodhya
- Officially notified under the Uttar Pradesh Private Universities (Amendment) Act, 2025
- Emphasis on Indian knowledge systems, culture, and values rooted in the Ramayan tradition
- Strategically located in Ayodhya, now emerging as a spiritual and educational hub
Ajay Kumar Garg University – Ghaziabad
- Received a Letter of Intent under Section 6 of the Uttar Pradesh Private Universities Act, 2019
- Proposed by the Indian Institute of Management and Engineering Society
- Will specialize in engineering and technical education, aligned with Ghaziabad’s industrial ecosystem
Infrastructure & Policy Requirements
To qualify for establishment, each university must fulfill the following:
- Minimum endowment fund of ₹5 crore
- 20 acres of urban land
- At least 24,000 square metres of built academic infrastructure
These universities are being developed under the reformed UP Higher Education Policy, which encourages private investment, PPP models, and innovation-led growth.

Chief Minister Yogi Adityanath has emphasized transforming Uttar Pradesh into an education leader, using reforms and public-private partnerships to improve outcomes and opportunities.
Higher Education Minister Yogendra Upadhyay stated:
“We are working to make higher education more modern, skill-oriented, and regionally accessible. These new institutions are a step in that direction.”
He added that the government is prioritizing innovation, private-sector participation, and infrastructure development as core pillars of the education system’s overhaul.
