Uttar Pradesh Unveils Action Plan for Viksit State, CM Announces Economic Vision To Become USD 6 Trillion Economy by 2047

Uttar Pradesh unveils its Viksit 2047 roadmap with focus on good governance, security, technology, and a $6 trillion economy

The Yogi Adityanath government has launched a comprehensive roadmap to transform Uttar Pradesh into a Viksit (developed) state by 2047. The plan is built on three missions, three themes, and 12 focus sectors, combining economic growth with social progress, cultural enrichment, and enhanced security.

Security and Good Governance as the Foundation

At the core of this vision lies the ‘Security and Good Governance’ sector, which the state government has identified as the most vital pillar. A safe, transparent, and fear-free administrative system is seen as the driver of economic development. Key departments, including Home, Home Guard, Language, and General Administration, are working in coordination to implement this strategy.

Technology Goals for 2030 and 2047

The roadmap envisions modern command and control centres in every district, universal high-speed broadband connectivity, and district-level master plans by 2030. By 2047, the state aims to achieve global standards in road safety with its ‘Zero Accident Vision’ and ensure complete transparency and accountability in governance.

Smart Governance and Zero Tolerance Approach

The state is implementing Smart Governance, Smart Policing, and Zero Tolerance towards crime and corruption. Core focus areas include:

  • Real-time monitoring dashboards and outcome-based budgeting.
  • AI-driven surveillance, CCTV expansion, and modern command centres.
  • Police modernization, strict enforcement of law, and ease of doing business.
  • Road safety enforcement and transparent e-governance platforms.

Short-Term Goals (2029–30)

The immediate targets include ensuring safety for all sections of society, particularly women, farmers, businessmen, and rural communities. District-level command centres, AI-powered surveillance systems, and transparent governance through digital platforms are part of these short-term objectives.

Medium- and Long-Term Goals

The government aims to realize the ‘Zero Accident Vision’ through advanced road safety enforcement, promote balanced regional growth with district master plans, and achieve universal broadband coverage enabling smart grids, e-metering, and digital energy management.

Foundation for a Secure Uttar Pradesh

Between 2017 and 2025, the state government has implemented several transformative measures:

  • Recruitment of 2.19 lakh police personnel and promotion of 1.53 lakh officers.
  • Neutralization of 243 criminals in encounters and arrest of 21,023 wanted offenders.
  • Booking of 83,144 individuals under the Gangster Act.
  • Installation of 47,422 CCTV cameras under the Safe City Project, part of a 12.42 lakh camera state-wide network.

Women’s Safety and Criminal Crackdown

Special focus has been placed on women’s safety with the deployment of 9,172 women beat constables, formation of three women battalions, and approval of five new PAC battalions. Under ‘Operation Conviction’, 1,04,718 criminals have been convicted, including 70 sentenced to death and 8,785 to life imprisonment. Criminal assets worth Rs. 1.44 lakh crore have been confiscated, severely weakening mafia and organized crime networks.

Economic Vision: $6 Trillion Economy by 2047

The state aims to achieve a $6 trillion economy by maintaining an annual growth rate of 16%. This would increase per capita income to Rs. 26 lakh and ensure Uttar Pradesh contributes 20% to India’s GDP.

Chief Minister Mr. Yogi Adityanath has emphasized that only a secure, transparent, and fearless Uttar Pradesh can serve as the foundation of a truly Viksit Bharat.
