New Delhi: Senior bureaucrat Ms. Vandana Gupta has officially taken charge as the Controller General of Communication Accounts (CGCA), marking a significant leadership transition in India’s telecom financial governance landscape. Her appointment follows her elevation to the Apex Grade of the civil services and comes at a critical juncture for digital infrastructure and communications reform in the country.
A Distinguished Career Spanning Three Decades
Ms. Gupta is a 1990 batch officer of the Indian Post & Telecommunication Accounts and Finance Service (IP&TAFS). She has served the nation across a wide spectrum of administrative, financial, and strategic roles in both field and central government positions.
Her illustrious service record includes key postings across:
- Maharashtra
- Delhi
- Tamil Nadu
- Gujarat
She has also held senior responsibilities at the Department of Telecommunications (DoT) Headquarters and the Department of Posts (DoP), gaining in-depth experience in telecom finance operations, policy implementation, and public service delivery.
Strategic Central Deputation Roles
Beyond her cadre roles, Ms. Gupta has been entrusted with several high-impact positions on central deputation, further strengthening her leadership credentials. These include:
- Principal Director at the Government Accounting Standards Advisory Board (GASAB), under the Office of the Comptroller and Auditor General (CAG), Delhi
- Joint Secretary at the Ministry of Women and Child Development (MoWCD)
- Joint Secretary at the National Commission for Women (NCW)
- Controller of Finance at Guru Gobind Singh Indraprastha University (GGSIPU)
Her work in these roles has focused on institutional financial oversight, gender equity, public policy, and higher education governance.
