New Delhi: In a significant reshuffle of senior bureaucrats, Vikas Chand Chaturvedi (CSS) has been appointed as Director General of the Directorate General of Factory Advice Service & Labour Institutes (DGFASLI), Mumbai, while Indian Foreign Service officer Amit Shivkumar Telang (IFS:2005) has been appointed Officer on Special Duty (OSD) at Joint Secretary level in the Department of Defence. Both appointments were approved by the Appointments Committee of the Cabinet (ACC).
Vikas Chand Chaturvedi Takes Over as DG, DGFASLI
Senior Central Secretariat Service (CSS) officer Vikas Chand Chaturvedi has assumed charge as Director General of DGFASLI, Mumbai, under the Ministry of Labour and Employment. His tenure will continue until July 31, 2027, coinciding with his retirement date.
The appointment, made at Level 14 of the Pay Matrix, was issued through the Department of Personnel and Training (DoPT) on December 31, 2025.
Succession Details
Chaturvedi succeeds Alok Mishra (IIS:1998), Joint Secretary in the Ministry of Labour and Employment, who had been holding additional charge of the post since 2024, with two six-month extensions granted during the interim period.
DGFASLI plays a critical role in industrial safety, labour welfare, and factory inspections across the country, and Chaturvedi’s appointment is expected to continue the focus on enhancing workplace safety and labour compliance.
Amit Shivkumar Telang Appointed OSD in Defence Department
Amit Shivkumar Telang, a senior IFS officer of the 2005 batch, has been appointed as Officer on Special Duty (OSD) at the Joint Secretary level in the Department of Defence. His tenure is for three years, from the date he assumes charge, or until further orders, whichever is earlier.
Telang succeeds Vishwesh Negi (IFS:2002), who served in the position since January 2023 and completed his tenure on November 14, 2025.
The OSD role at the JS level involves policy coordination, strategic planning, and liaison functions within the Ministry of Defence, reflecting Telang’s diplomatic and administrative expertise gained through his IFS career.
