Who Is IAS Pratyaya Amrit, Appointed as the New Chief Secretary of Bihar Ahead of State Elections?

Patna: In a major administrative development ahead of the upcoming Assembly elections, the Bihar government has appointed Pratyaya Amrit, a 1991-batch Indian Administrative Service (IAS) officer, as the new Chief Secretary of Bihar.

He will succeed Mr Amrit Lal Meena, a 1989-batch officer, who is scheduled to retire on August 31, 2025.

As per the official notification issued by the General Administration Department, Amrit has been designated as Officer on Special Duty (OSD) in the Chief Secretary’s Office until he formally takes over the top post on September 1.

Holding Key Portfolios: Health and Disaster Management

Prior to this appointment, Mr Amrit was serving as Development Commissioner and also held additional charge of Additional Chief Secretary of the Health and Disaster Management Departments. His new role is seen as crucial in the administrative machinery, particularly with the Assembly polls due later this year.

Known for his administrative efficiency and close working relationship with Chief Minister Nitish Kumar, Amrit has had an influential career in both state and central government roles.

A Homegrown Administrator from Muzaffarpur

A native of Muzaffarpur, Amrit has served as District Magistrate (DM) in multiple districts, including Katihar and Saran. His early career was marked by grassroots-level reforms, including public-private partnerships in healthcare and crackdown on illicit activities during his tenure in districts like Simdega and Chhapra.

He is also known for having learned Santali, a tribal language, during his IAS probation in Dumka—demonstrating his commitment to cultural inclusiveness and local engagement.

A Policymaker Committed to Integrity and Innovation

IAS Amrit’s early days as a Sub-Divisional Magistrate in Simdega (then in Bihar, now in Jharkhand) were marked by proactive measures to curb illegal gambling in remote tribal areas. During his IAS probation in Dumka, he even went as far as to learn Santali, a tribal language, to communicate more effectively with local communities.

He also served on central deputation in New Delhi between 2001 and 2006, which he voluntarily ended six months ahead of schedule to return to Bihar and contribute to state development.

In 2011, Amrit became the only IAS officer in the country to receive the Prime Minister’s Award for Excellence in Public Administration in the individual category. The honor came for his pioneering effort in reviving the Bihar State Bridge Construction Corporation, transforming it from a near-defunct entity into a profit-making, efficient body. The recognition remains one of the highlights of his career.

Recognised Nationally for Administrative Excellence

In 2011, Pratyaya Amrit became the only IAS officer in India to receive the Prime Minister’s Award for Excellence in Public Administration in the individual category. The award was presented for his remarkable work in transforming the Bihar State Bridge Construction Corporation from a defunct entity into a profit-making enterprise.

He is also associated with public policy education and serves as a mentor with Vision India Foundation, a New Delhi-based think tank that fosters public leadership among the youth.

Personal Life and Mentorship

Outside of his administrative duties, Mr Amrit is involved in mentoring young leaders through platforms like the Vision India Foundation, a think tank that focuses on public leadership among the youth.

He is married to Ratna, his classmate from Delhi University. The couple has two children—Apoorva Srivastava, a law graduate from National Law Institute University, Bhopal, and Anshumat Srivastava, a tennis prodigy and student at Bryant University, USA.

Smooth Transition Ahead of Meena’s Retirement

The outgoing Chief Secretary, Amrit Lal Meena, is a 1989-batch officer who will retire on August 31. The Bihar government had approved the decision to appoint Pratyaya Amrit nearly a month ago, signaling a well-planned transition at a critical juncture for the state.

The timing of the appointment suggests that Bihar’s Assembly elections will be held under the administrative leadership of Pratyaya Amrit, positioning him at the helm of a large bureaucracy during a politically sensitive period.
