In a landmark move aimed at empowering tribal communities and enhancing rural livelihoods, the Madhya Pradesh Council of Ministers, chaired by Chief Minister Dr. Mohan Yadav, has approved the direct procurement of Kodo and Kutki grains from farmers in 11 major producing districts under the “Rani Durgavati Shri Atra Protsahan Yojana”. The decision is expected to benefit thousands of tribal farmers across Jabalpur, Katni, Mandla, Dindori, Chhindwara, Shahdol, Anuppur, Umaria, Rewa, Sidhi, and Singrauli districts.
The procurement will be managed by the Sriatra Consortium of Farmer Producer Company Limited (Srian Federation), which will buy around 30,000 metric tonnes of produce from the 2025 Kharif crop. Kodo will be procured at Rs. 2500 per quintal, and Kutki at Rs. 3500 per quintal. To facilitate this, the state government will extend an interest-free loan of Rs. 80 crore from the Price Stabilization Fund. Additionally, Rs. 1000 per still will be directly transferred to farmers’ accounts through DBT as an incentive.
Bhavantar Yojana for Soybean Farmers to Offset Market Fluctuations
To safeguard the interests of soybean growers against volatile market prices, the Council of Ministers has approved the implementation of the Government of India’s Price Deficiency Payment Scheme as “Bhavantar Yojana” in the state. The scheme will be effective for the Kharif marketing season from October 24, 2025 to January 15, 2026.
Under the initiative, farmers will receive compensation for any shortfall between the market price and the Minimum Support Price (MSP) of Rs. 5238 per quintal. The compensation will be calculated using the average model rate derived from a 14-day weighted average of prices in state-regulated markets and paid through DBT to registered farmers.
Silk Farmers to Benefit from New “Silk Samriddhi Yojana”
The cabinet has also granted in-principle approval to implement the Central Government’s “Silk Samagra 2” scheme as “Silk Samriddhi Yojana” in Madhya Pradesh. With a 25 percent state share, the scheme aims to provide comprehensive support for 23 key activities in silk production—from mulberry cultivation to post-cocoon processing.
General category beneficiaries will receive 75 percent of unit cost assistance, while Scheduled Caste and Scheduled Tribe beneficiaries will get 90 percent. This includes support for equipment, infrastructure, and training. The total unit cost under the revised scheme is Rs. 5 lakh, with SC/ST beneficiaries contributing as little as Rs. 50,000. The initiative is expected to reduce production costs, boost income, and generate sustainable employment in rural areas.
Green Signal for “RAMP” Scheme to Empower MSMEs
Furthering the development of micro, small, and medium enterprises (MSMEs), the cabinet has given in-principle approval for the implementation of the “Raising and Accelerating MSME Performance (RAMP)” scheme in Madhya Pradesh. With a budget allocation of Rs. 105.36 crore, including Rs. 31.60 crore from the state, the scheme will focus on enhancing the competitiveness, innovation, and market access of MSMEs across sectors.
This initiative aligns with the Centre’s broader vision of making MSMEs the backbone of India’s economy by supporting capacity-building and digitization.
Dearness Relief Hike for Pensioners and Family Pensioners
In a welfare-oriented decision, the cabinet has approved a hike in dearness relief for state pensioners and family pensioners. From September 1, 2025, pensioners under the 7th Pay Scale will receive 55 percent relief (up from 53 percent), while those under the 6th Pay Scale will receive 252 percent (up from 246 percent).
This revision will result in an additional financial burden of approximately Rs. 170 crore on the state exchequer, reflecting the government’s commitment to senior citizens and retired employees. The hike is in continuation of recommendations made by the Government of Chhattisgarh.
5,000 Youths to Get Free Coaching Under Revised Sardar Patel Scheme
The Council of Ministers has also approved modifications to the Sardar Patel Coaching Training Scheme, expanding its reach and scope. In the financial years 2025–26 and 2026–27, 5,000 candidates from backward classes and minority communities will be given free pre-exam coaching for competitive and employment-oriented examinations. This is part of the state’s continued focus on inclusive education and job-readiness among underprivileged sections.
Administrative Promotions and Other Key Decisions
Among other administrative moves, the cabinet approved an advance promotion for Mr. Arun Singh Bhadauria of the 15th Battalion Visbal, Indore, from Constable (Vimbal) to Head Constable (Chimbal), recognizing his service and performance.
