In a significant step toward social inclusion, Ramgarh district in Jharkhand has launched a series of initiatives dedicated to empowering the transgender community. From opening the state’s first Trans Cafe to introducing dedicated healthcare services and public facilities, the district administration under Faiz Aq Ahmed Mumtaz, Deputy Commissioner (IAS), is working to ensure dignity, employment, and equal access for all.
At a time when conversations around inclusion often remain limited to policy documents, Ramgarh is turning intent into action on the ground.
JHARKHAND’S FIRST TRANS CAFE OPENS IN RAMGARH
One of the most notable initiatives is the inauguration of Jharkhand’s first Trans Cafe, fully managed by members of the transgender community. Located at the District Collectorate Park, the cafe is operated by 10 members of a self-help group named Kinnar Utthan Samiti, formed by the district administration.
The cafe serves tea, coffee, snacks, and light refreshments for now, with plans to gradually expand the menu.
Deputy Commissioner Faiz Aq Ahmed Mumtaz in a conversation with Indian Masterminds explains the idea behind the initiative, “For far too long, members of the transgender community have faced social exclusion and economic marginalization. It is time we correct these historic injustices through concrete action.”
He further added, “The Trans Cafe is not just a food outlet. It is an opportunity for dignified employment and daily interaction with society.”
For many in the community, this initiative goes beyond income. It offers visibility, confidence, and a platform to engage with the public in a professional environment.
Himanshi Pradhan, President of Kinnar Utthan Samiti, has expressed that transgender individuals are often stereotyped and limited to traditional roles such as dancing or singing at ceremonies. The cafe challenges that narrative and demonstrates their ability to manage businesses and serve customers like any other professionals.
DEDICATED HEALTHCARE: SPECIAL OPD EVERY SATURDAY
Healthcare access has been another area of concern for transgender individuals, who often face discomfort or discrimination in medical settings.
To address this, the Ramgarh district administration has started a dedicated OPD (Outpatient Department) every Saturday afternoon at Sadar Hospital exclusively for the transgender community.
Mr Faiz says, “Healthcare should be accessible without fear or hesitation. The dedicated OPD ensures that members of the transgender community receive respectful and focused medical attention.”
This step is expected to encourage more individuals to seek regular medical check-ups and treatment without anxiety.
THREE EXCLUSIVE PUBLIC TOILETS FOR TRANSGENDER COMMUNITY
Public spaces often become uncomfortable or unsafe for transgender persons due to the lack of inclusive facilities. Recognising this, the administration has opened three exclusive public toilets for transgender individuals in Ramgarh.
These toilets have been inaugurated at:
- District Collectorate Park
- Sadar Hospital
- Ramgarh Bus Stand
The Deputy Commissioner stated, “The transgender community has long faced inconvenience in public places. The establishment of dedicated toilets ensures their comfortable presence and prevents them from facing any kind of discomfort.”
Members of the transgender community in Jharkhand had previously raised this demand, even organizing awareness marches in Ranchi to highlight issues such as employment, housing, healthcare, and sanitation access. The move by Ramgarh administration directly responds to those long-standing concerns.
INCLUSION IN PENSION AND PUBLIC DISTRIBUTION SCHEMES
Beyond visible infrastructure changes, Ramgarh has taken steps to strengthen economic security for the transgender community.
The district administration has included eligible members in pension schemes and added them to the Public Distribution System (PDS), ensuring access to subsidized food grains and social security benefits.
Mr Fazi emphasizes, “Our objective is to provide the transgender community with equal opportunities, social security, and self-reliance. Inclusion in pension and ration schemes is part of that commitment.”
Such measures provide stability, especially for individuals who may not have family support or regular sources of income.
In another meaningful step, the administration has facilitated the employment of two transgender individuals through outsourcing—one in the District Magistrate’s office and another in Sadar Hospital.
Skill development is another important pillar of the district’s approach. A beautician training program has been launched specifically for members of the transgender community.
Experts are visiting participants and guiding them on how to start their own work. The aim is to create self-employment opportunities and expand career options beyond traditional roles.
The Deputy Commissioner notes, “We are focusing on skill development so that members of the community can build sustainable livelihoods and run their own enterprises.”
This initiative, combined with the Trans Cafe, reflects a broader strategy: create both wage employment and entrepreneurship opportunities.
CHANGING SOCIAL MINDSETS
While infrastructure and employment are essential, changing public perception is equally important.
The Trans Cafe, located in a public park, allows regular interaction between the transgender community and families, children, and visitors. Such everyday interactions can gradually remove fear and misunderstanding.
Children who visit the cafe will see transgender individuals not as distant figures but as service providers, entrepreneurs, and professionals. Regular conversations can normalize acceptance at an early age.
A MODEL OF ADMINISTRATIVE INCLUSION
According to district estimates, there are around 50 transgender individuals in Ramgarh. The administration is working to identify their needs and extend government schemes effectively.
The Deputy Commissioner has directed all departmental officials to ensure sensitive implementation of programs related to the community and to resolve issues promptly.
From employment and skill training to sanitation, healthcare, and social security, Ramgarh’s approach is multi-dimensional. It does not treat inclusion as a single event but as a continuous process.
MOVING TOWARD EQUAL OPPORTUNITIES
The steps taken in Ramgarh highlight how district-level leadership can create meaningful change. Instead of limiting inclusion to symbolic gestures, the administration has combined policy benefits, public infrastructure, employment, and entrepreneurship.
As DC Faiz Aq Ahmed Mumtaz puts it, “Concrete action at the local level can transform lives. Our focus is simple — dignity, opportunity, and equal access for every citizen.”
The message is clear: inclusion is not just about recognition — it is about providing real platforms where people can work, earn, access services, and live with dignity.
