Mr. Dharmendra Kumar Madan, a 1994-batch officer of the Indian Ordnance Factories Service (IOFS), has been granted premature repatriation to his parent cadre. He was previously serving as the Chief Vigilance Officer (CVO) at POWERGRID (PGCIL) in Delhi/NCR at the Joint Secretary (JS) level.
Mr. Madan holds a degree in Electrical & Electronics Engineering, a Post-Graduate Diploma in Finance Management, and has accumulated over 21 years of experience in various areas including techno-commercial, administrative, and management roles in defense production units across India under the Ordnance Factory Board (OFB), Ministry of Defence, Government of India.
From 2017 to 2022, he served as Director (Chemical) in the Ministry of Chemicals and Fertilizers, overseeing policy matters related to the chemicals and petrochemicals sector—an essential part of India’s manufacturing economy. In this role, he also managed the affairs of public sector enterprises (PSUs) under the department. Mr. Madan was appointed as “Government Nominee Director” on the boards of various PSUs and collaborated with organizations such as Invest India, DPIIT, and FICCI to organize events aimed at attracting investment and foreign direct investment (FDI) to the chemical and petrochemical sectors, thereby boosting exports of chemical commodities.
His efforts during the fiscal years 2019-2020, 2020-2021, and 2021-2022 led to record-high exports in chemicals and related commodities, outpacing all other commodity sectors. Mr. Madan is also an alumnus of the National Defence College (NDC), where he completed the prestigious “National Security & Strategy” training course in 2022. He took on the role of Chief Vigilance Officer at POWERGRID on November 28, 2022.
