Cybercrime is evolving at an alarming pace, affecting millions across the country. From financial fraud and digital arrests to identity theft, the threats lurking in the digital space are more sophisticated than ever. As more people rely on online transactions and social media interactions, criminals exploit loopholes, often leaving victims helpless. Recognising the urgency to address this growing menace, the Bhandara Police in Maharashtra have launched WhatsApp-based as well as app-based/Instagram-based Cyber Bot, an innovative initiative aimed at providing immediate assistance and raising awareness about cyber threats. This pioneering solution, led by Superintendent of Police Noorul Hasan, IPS (2015 batch, Maharashtra cadre), is designed to make cyber policing more accessible, efficient, and responsive to public needs.

WHAT IS THE BHANDARA POLICE CYBER BOT?

The Bhandara Police Cyber Bot is an AI-powered chatbot designed to assist citizens with cybercrime-related queries through WhatsApp. Unlike traditional reporting methods that require victims to visit police stations or cyber cells, this bot enables users to get instant help from their phones. It serves as an automated first-response system, offering guidance, education, and solutions for various online threats.

“This initiative was introduced to address the increasing number of cyber fraud cases, particularly in areas where people may not be well-versed in digital security practices. The bot not only provides real-time solutions but also educates users about online safety, preventing them from falling victim to scams in the future,” Mr. Hasan shared with Indian Masterminds.

HOW DOES IT WORK? 

The Cyber Bot operates through WhatsApp, making it highly accessible and user-friendly. The process is simple:

User Sends a Message—Victims or users initiate a conversation with the bot by sending a message on WhatsApp.

Predefined Menus Appear—The bot presents options such as reporting a cybercrime, seeking guidance on online fraud, or learning about cybersecurity best practices.

Automated Response System—Based on the user’s selection, the bot provides relevant solutions, links to official portals, or step-by-step guidance.

Escalation to Experts—In complex cases where automated assistance is insufficient, the bot connects users to cybercrime experts for further help.

The bot maintains user privacy, making it particularly useful in sensitive cases such as sextortion and identity theft, where victims hesitate to report incidents openly.

BRIDGING THE KNOWLEDGE GAP 

One of the biggest challenges in developing the Cyber Bot was the lack of technical expertise within the police force. “We are the police department, and we don’t know coding or software development. Our knowledge in that area was very limited,” says SP Noorul Hasan. However, what they did have was extensive experience in handling cybercrime cases through the Cyber Cell. The challenge was to convert this vast knowledge into an artificial intelligence (AI)-based system that could automatically guide people when they faced online fraud.

The Bhandara Police collaborated with CYBOT-X Technologies to create a system that could work round the clock, ensuring victims could seek assistance at any hour without the need for immediate human intervention. “It took time to develop the AI models and code the system, but we found the right people who helped us translate our experience into a software solution,” Mr. Hasan adds.

8,000 USERS IN 13 DAYS 

The public response has been overwhelmingly positive. In just 13 days after its launch, the bot had already assisted over 8,000 people with various cyber fraud-related issues. The bot particularly helps victims who are hesitant to share their experiences with family members. “Many people fall victim to cyber fraud but feel ashamed or scared to report it. This bot ensures their privacy remains intact while providing solutions,” says Mr. Hasan.

The most commonly reported crimes include:

  • OTP frauds leading to unauthorised money transfers.
  • Remote access scams, where criminals gain control of victims’ devices via apps like AnyDesk.
  • Contractual frauds targeting small business owners.
  • Fake Facebook profiles impersonate relatives or officials to solicit money.

REVOLUTIONIZING CYBERCRIME REPORTING AND AWARENESS 

Traditionally, victims of cybercrime had to physically visit police stations or cyber cells to file complaints. This was often a time-consuming process, particularly for residents in remote areas. The Cyber Bot changes that by enabling people to report crimes and seek guidance without leaving their homes.

“If someone’s mobile is stolen, they would normally have to find the cyber cell, travel there, and wait in a queue. With this bot, they can immediately report the theft and get guidance on blocking their SIM card and securing their accounts, all from their phone,” explains Mr. Hasan.

FUTURE PLANS

Encouraged by its success, the Bhandara Police plan to expand the bot’s capabilities to tackle emerging cyber threats such as

  • Cryptocurrency-related financial frauds.
  • Cyberbullying and online harassment cases.
  • Deepfake scams and AI-enabled frauds.
  • Identity theft and large-scale data breaches.

They are also working towards integrating the bot with existing police apps and helplines to create a unified cyber support system. In the future, it may also assist in FIR filings, case status tracking, and escalation of serious cybercrime cases to human officers.

The initiative has already garnered attention from multiple districts across Maharashtra, with over 10 police units reaching out for guidance on implementing similar bots. IPS officer Noorul Hasan and his team are helping other districts set up their own AI-driven cyber assistance tools. “If every district in India had a cyber bot, it would drastically improve cybercrime awareness and reduce the number of victims. People would have instant access to reliable information and solutions without waiting in police queues,” he says.

A CYBER WARRIOR IN EVERY POCKET 

The Cyber Bot is more than just an AI-driven chatbot; it’s a digital warrior working 24/7 to assist the public. The technology allows thousands of people to receive immediate help without overwhelming police resources. Mr. Hasan highlights the efficiency of this approach, saying, “In just 13 days, the cyberbot assisted 8,000 people. Imagine if all of them had physically visited a police station—handling that volume would have been impossible.”

The Bhandara Police have also applied for the Prime Minister’s Award for Excellence in e-Governance and other innovation awards for this pioneering initiative. “The Chief Minister has applauded our efforts. We believe this could be a game-changer in cyber policing across the country,” the officer states.

With cybercrimes on the rise, awareness and swift action are crucial. The Bhandara Police Cyber Bot is an example of how technology can be leveraged to protect citizens and make law enforcement more efficient. It empowers people with knowledge, provides instant solutions, and bridges the gap between cyber policing and public accessibility.

As more districts look to implement similar systems, this initiative could mark a transformational shift in how India tackles cybercrime. “The bot is just the beginning. As AI evolves, so will our approach. We envision a future where cybersecurity assistance is as simple as sending a message on WhatsApp,” IPS Noorul Hasan concludes.
