Born on May 10, 1965, Dr. Somanathan’s educational background is as diverse as it is impressive. He holds a Ph.D. in economics from Calcutta University and an Executive Development Program diploma from Harvard Business School. Beyond this, his expertise spans several fields; he is a member of the Institute of Chartered Accountants in England & Wales, the Chartered Institute of Management Accountants, in London, and other prestigious financial bodies.

His commitment to learning is reflected in his multiple academic degrees, including a Bachelor of Commerce and a Master of Arts from Panjab University. This vast academic foundation has made him an authority in economics and equipped him with the practical knowledge to navigate complex fiscal challenges.

A Distinguished Bureaucratic Journey

Dr.Somanathan began his career in the Indian Administrative Service (IAS) in 1987, securing the second rank nationally. His brilliance was quickly recognized, as he was awarded the gold medal for the best IAS probationer of his batch. This early promise set the tone for his illustrious career, one that would take him from the state government of Tamil Nadu to international forums and the highest corridors of power in India.

In Tamil Nadu, he served in crucial roles such as Secretary to the Chief Minister and Managing Director of Chennai Metro Rail Corporation Ltd., where he was instrumental in launching the Chennai Metro Rail Project. His role extended to being the Commissioner of Commercial Taxes, where he played a key part in the rollout of the Goods and Services Tax (GST), one of India’s most significant tax reforms.

At the national level, Dr. Somanathan held high-profile positions, including Finance Secretary of India, where he managed the Department of Expenditure. His tenure in the Prime Minister’s Office as Additional Secretary and Joint Secretary helped shape key policies under the leadership of Prime Minister Narendra Modi. His deep involvement in policy-making made him a trusted advisor not only to Finance Minister Nirmala Sitharaman but also to the PM himself.

International Recognition and Contributions

Dr.Somanathan’s expertise has also been acknowledged on the global stage. He joined the World Bank through its prestigious Young Professionals Program in 1996 and quickly rose to become one of the youngest sector managers. His tenure as Director at the World Bank’s Corporate Affairs division, where he represented India, further solidified his reputation as an international financial expert.

During his time at the World Bank, Dr. Somanathan was responsible for managing budgets and financial strategies, which helped him hone his skills in global financial governance. His return to India in 2015, after a successful stint in Washington D.C., marked a new chapter in his career as he rejoined the Prime Minister’s Office and continued his work on national financial reforms.

Dr. Somanathan’s role in transforming India’s fiscal landscape has been nothing short of groundbreaking. His key contributions include the end of off-budget borrowings, a practice that had clouded the true state of the nation’s finances for years. His work in FY22, in particular, stands out. At a time when India’s economy was grappling with the aftermath of the COVID-19 pandemic, Dr. Somanathan ensured that financial stability remained intact. His role as Finance Secretary, where he worked to streamline government expenditures while pushing for fiscal responsibility, demonstrated his ability to manage crises without compromising long-term economic health.
