Uttarakhand’s Untapped Potential: What’s Holding It Back?

Uttarakhand, a state nestled within the Himalayan foothills, faces a critical juncture. Its evolution over the past 25 years, from a resource-limited region to a thriving state, speaks to its adaptability and potential. However, the future demands a careful equilibrium: fostering economic advancement while protecting its delicate ecological legacy.

The state’s achievements are undeniable. Infrastructure projects have connected remote areas, educational reforms have improved literacy rates, and advanced healthcare initiatives have enhanced quality of life. At the Uttarakhand Good Governance Awards 2025, a panel discussion on “Vision for Uttarakhand’s Development” took place, highlighting these very issues and proposing solutions for the state’s future.

As Rajendra P. Mamgain, Professor & Head, Department of Economics, and Dean, School of Social Sciences at Doon University, Dehradun, points out, Uttarakhand’s per capita GDP has even surpassed that of Himachal Pradesh, a significant milestone. Yet, this progress is unevenly distributed, with the plains outpacing the hills, creating regional inequalities that threaten the state’s long-term stability. 

A pressing concern is the persistent migration from the hills. Mr. Mamgain’s research reveals a disturbing trend: not only are men leaving, but young women, too, are seeking opportunities in the plains. This exodus is fuelled by a lack of sustainable employment, inadequate healthcare, and limited educational opportunities in the hills. The challenge, as Mr. Mamgain emphasises, lies in reinventing the development model, shifting towards a hill-centric approach that prioritises horticulture, millets, and agro-entrepreneurship.

Saurabh Tiwari, Head and Director of the Dehradun Office of the Bureau of Indian Standards (BIS), highlights the importance of quality and standardisation in driving sustainable growth. He stresses the need for government departments to adopt BIS standards, ensuring efficient service delivery and fostering trust among citizens. Mr. Tiwari advocates for leveraging Uttarakhand’s natural resources, particularly in renewable energy and tourism, while prioritising ecological sustainability. He believes that by focusing on its strengths, the state can achieve exponential growth.

The energy sector, a crucial component of development, presents both opportunities and challenges. Krishna Kumar Gupta, Divisional Retail Sales Head of Indian Oil Corporation Limited, acknowledges the growing interest in electric vehicles (EVs) but emphasises the continued relevance of traditional fuels. He identifies the need to bridge the gap between petrol pumps in the hilly terrain to minimise dead mileage and enhance sustainability. While EVs hold immense potential for Uttarakhand’s slopes, addressing range anxiety and technological obsolescence is crucial for their widespread adoption.

Veteran journalist SMA Kazmi, former editor, The Tribune, Dehradun who has documented Uttarakhand’s journey since its inception, underscores the importance of sustainable development and disaster mitigation. He acknowledges the state’s progress but cautions against development projects that exacerbate natural disasters. Kazmi stresses the need for people-centric policies that address social cohesion and promote inclusive growth. He warns against divisive policies and advocates for a unified approach to development where all communities feel valued and included.

The panelists converge on the need for a holistic development strategy that addresses the unique challenges of the hilly terrain. They advocate for skill development initiatives that cater to the local economy, such as agro-entrepreneurship and horticulture. They also emphasise the importance of strengthening block headquarters and providing essential amenities like housing, education, and healthcare to attract and retain talent.

Ultimately, Uttarakhand’s future hinges on its ability to balance economic aspirations with ecological preservation. It requires a shift towards a development model that empowers local communities, leverages natural resources sustainably, and prioritises the well-being of its citizens. By embracing innovation, fostering collaboration, and honouring its rich heritage, Uttarakhand can carve a path towards a prosperous and sustainable future.
