Taking forward our special series on job opportunities offered through the joint UPSC Civil Services Exam (CSE) exam, we are hereby providing information about two more services – Indian Railway Traffic or Indian Trade Sevices. There are 23 such services for which a person becomes eligible for selection based on his/her preferences and All India Rank in CSE.

We have already written about Indian Audit & Account services and Indian Civil Account Services, Indian Corporate Law Services and Indian Defense Account Services, Indian Defence Estate Service and Indian Information Service. Indian Ordnance Factories Services (IOFS) and Indian Communication Finance Services, Indian Postal Service, Indian Railways Account Service and Indian Perosnnel Service.

INDIAN RAILWAY TRAFFIC SERVICES

Responsible for managing the operation & commercial wings of Indian Railways IRTS was constituted in its present form in 1967. This cadre is controlled by Ministry of Railways.

IRTS act as a communication bridge between public & railway and also between railway & corporate sector.

They have to deal & manage all the services offered by Railway which includes Planning of freight movement, Passenger transport, Passenger amenities to Station Management and Infrastructure Planning. From optimizing the maximum usage of railway asset to revenue generation, all falls under the IRTS.

The officers in this cadre is selected through joint UPSC CSE exam and through promotion from departments of Zonal Railways. After the recruitment they have to undergo training at

Railway Staff College located at Vadodara and Indian Railway Institute of Transportation Management located in Lucknow.

The officers are posted at Division & Zonal Railway and they also take charges in Railway board. They can also be posted at major Railway yards and ministries on deputation.

INDIAN TRADE SERVICES

ITS is a specialized cadre which was constituted to handle India’s international trade & commerce. The cadre is controlled by Directorate General of Foreign Trade (DGFT), under Ministry of Commerce and was formed in 1965  on the basis of the recommendations of the Mathur Committee. Let it be noted that the committee was constituted to Study Team on the Import and Export Trade Control Organization headed by Sri H.C. Mathur, Member of Parliament.

The officers are recruited through joint UPSC exams and also by departmental promotion. Recruited officers undergo training at Indian Institute of Foreign Trade located in New Delhi. After the training they are posted in several division under Department of commerce which include International Trade Policy division, Foreign Trade territorial division, Export Products Division, Export Industries Division, Export Services Division, Economic Division, Administration & General Service Division, Finance Division and Supply Division. The hierarchy in ITS include Addl Director General of Foreign Trade, Jt. Director General of Foreign Trade, Joint Director General of Foreign Trade, Deputy Director General of Foreign Trade, Assistant Director General of Foreign Trade.

Their major role is Policy formulation in the area of International trade, Trade Policy implementation, Export promotion, International trade negotiations and commercial diplomacy.
