How This IAS Officer’s Innovative MY NREGA App Reduces Barriers for Rural Workers

IAS officer Siddharth Palanichamy developed the MY NREGA app to simplify MNREGA job applications for rural workers in Barmer, allowing them to apply from home, reducing travel, and improving efficiency with real-time tracking and monitoring.

The primary purpose of bureaucracy is to serve the public, meaning the administrative system should aim to make people’s lives easier and more convenient. Its goal should be to alleviate the everyday challenges that ordinary citizens face. Recognizing the struggles of MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) workers in Barmer, Rajasthan, an officer took a proactive step to address these issues. As a result, workers can now apply for employment from the comfort of their homes, marking a significant improvement in the system.

In a groundbreaking move to enhance the MNREGA process, 2020 batch IAS officer Siddharth Palanichamy took the initiative to develop the MY NREGA App. This app is designed to simplify the employment demand process for MNREGA workers, allowing them to apply for work with ease from their homes. The app has been launched in five Gram Panchayats of the district and has already received an overwhelmingly positive response.

Even the MNREGA Commissioner has praised the initiative, calling it an innovative step by the Barmer CEO. Indian Masterminds spoke with Mr. Palanichamy, CEO of Barmer Zila Parishad, to learn more about this innovative app and how it benefits workers.

THE INCEPTION

IAS Palanichamy started working on this project in September 2024 after field visits revealed that citizens, particularly in remote areas, struggled to travel long distances to apply for MNREGA employment. Previously, workers had to visit Gram Panchayats to submit Form No. 6 for employment, a process that often consumed valuable time and effort. It also often led to missed applications and inefficient tracking of requests. To resolve these issues, a plan was created to digitize the process. To bring this vision to life, Mr Palanichamy and his team first sought out CSR (Corporate Social Responsibility) partners who could help fund the development of the app. After extensive brainstorming and collaboration, the app was created.

THE APP

With the introduction of the MY NREGA App, workers can now apply for employment directly from their mobile phones, eliminating the need for travel and making the process more accessible at any time. The app also simplifies monitoring, ensuring that applications are efficiently tracked and processed at the district level. The basic unit in this system is the rural household. For families that don’t have a smartphone or are unfamiliar with online processes, they can still access the app through the Gram Sevak (secretary) using his ID.

He further explained, “The app allows any family member to apply for work on behalf of themselves or other members, making it more user-friendly. Initially, the app will be tested in five Gram Panchayats before being rolled out more widely across the district. Given the vast geographical area of Barmer, this app will be especially beneficial, helping workers save both time and effort while accessing essential government services.”

TRAINING

During the launch event, after receiving training, local MNREGA workers, particularly women, enthusiastically downloaded the app and submitted their applications for employment. The app’s user-friendly interface and convenience were well-received by the workers, who expressed their excitement about the new development.

The app provides workers with real-time updates via SMS on the status of their employment requests. It also features a unique QR code scanning system for job card verification, further enhancing the efficiency and security of the application process. He said, “As part of its long-term implementation, the app is expected to transform the way Barmer’s MNREGA workers apply for employment, improving accessibility and reducing delays in the rural employment scheme.”

HOW IT WORKS

To use the MY NREGA app, you first need to download it from the Google Play Store. After opening the app, enter the mobile number registered on your job card. Next, you will receive a 6-digit OTP on your registered mobile number. Enter this OTP to log into the app. After logging in, scan the unique QR code on your job card. This will take you to the home page of the MY NREGA App. From there, click on “New Application for Work” to submit your request by selecting the person seeking work or other household members, along with the relevant fortnight details.

Mr. Palanichamy said, “It solves and fights multiple challenges and also provides a level playing field between workers and officials.”

THE WORK ALLOTMENT

The MY NREGA App allows workers to apply for employment at their convenience, anytime and from anywhere, 24/7. Once the worker submits an application, they will receive a receipt via SMS on their registered mobile number. The application details will be visible to the concerned Gram Vikas Adhikari on their ID, and effective monitoring will be conducted at the district level.

The app also provides information about when the MNREGA worker applied for employment. Workers can submit demands for multiple members listed on the job card by selecting the preferred work period, making the process more flexible and accessible. Additionally, when work is allotted, all relevant details will be displayed on the app, which can be easily accessed by the worker.

This initiative is a major leap forward in digitising rural welfare programs and ensuring that MNREGA workers, especially in remote areas, have easier access to the benefits they are entitled to.
