Rakhee Gupta Bhandari, a 1997 batch IAS officer of the Punjab cadre, has carved a niche for herself as a dynamic and multifaceted individual. In addition to her administrative prowess and leadership acumen, she is also known for her melodious voice as a singer.

She holds a Bachelor’s degree in Psychology (Hons.) from the esteemed Lady Sri Ram College in New Delhi, followed by a Postgraduate degree from the Delhi School of Economics. Her academic pursuits culminated in an M.Phil. in Defense and Strategic Studies from the prestigious National Defense College (NDC), affiliated with the University of Madras.

Throughout her career, Ms.Bhandari has held significant positions both in the central and state governments, showcasing her exceptional administrative skills and strategic thinking. Her dedication and hard work were recognized when she was honored with the prestigious “Stree Shakti Puruskar” award in 2011. This award, presented by the Honorable President of India on International Women’s Day, celebrated her administrative skills, leadership qualities, and remarkable contributions to the overall development of women, earning her the Rani Rudramma Devi Award.

What sets her apart is not just her administrative prowess but also her creative side. She is an accomplished singer, showcasing her talent and passion for music. Despite her demanding professional responsibilities, she has managed to nurture her love for singing, adding a unique dimension to her persona.

Apart from her musical talent, Ms. Bhandari is also an avid writer and motivational speaker. She has penned numerous articles and poems for leading newspapers and magazines, showcasing her flair for writing and her insightful perspectives on various subjects. Her motivational speeches have inspired countless students in schools and colleges, encouraging them to strive for excellence and make a positive impact on society.

Presently serving as the Principal Secretary to the Government of Punjab, Bhandari continues to exemplify excellence in both her administrative duties and her artistic pursuits.
