The Bihar government has notified the posting of 13 Indian Administrative Service (IAS) officers of the 2010 batch to the secretary level, despite the salary and pay scale benefits being applicable only from January 1, 2026. The General Administration Department issued the notification on May 31, 2025, which however has prompted a buzzing discourse within the bureaucratic circles about the decision’s timing and intent.
Among the officers included in the notification are Darbhanga District Magistrate Mr. Rajiv Roshan, Patna DM Mr. Chandrashekhar Singh (2010-batch IAS officer), West Champaran DM Mr. Dinesh Kumar Rai (2007-batch IAS officer), and Munger DM Mr. Awanish Kumar Singh (2010-batch IAS officer). Others notified include Ms. Rachna Patil (2010-batch IAS officer), Special Secretary in the General Administration Department; Mr. Kanwal Tanuj (2010-batch IAS officer), Special Secretary in the Environment Department; Mr. Kaushal Kishore (2010-batch IAS officer), Director of Integrated Child Development, Patna; and Mr. Himanshu Kumar Rai (2010-batch IAS officer), Special Secretary in the Planning Department.
The list also features Mr. Nayyar Iqbal (2010-batch IAS officer) from the Food and Consumer Protection Department; Patna Municipal Commissioner Mr. Animesh Kumar Parashar (2008-batch IAS officer); COMFED MD Mr. Raj Kumar (IAS); Bihar State Education Finance Corporation MD Mr. Minendra Kumar (2011-batch IAS officer); and Director of Chakbandi Bihar, Mr. Rakesh Kumar (2010-batch IAS officer).
While the promotion comes without immediate monetary benefits, it has raised speculation about strategic considerations behind the early notification. A senior IAS officer commented that the move might have been aimed at retaining key officers in Patna for upcoming administrative requirements.
