In a significant administrative move, the Odisha Government has promoted sixteen Indian Administrative Service officers to the post of Additional Secretary across several key departments. These officers, all of whom were previously serving as Joint Secretaries, will now assume higher responsibilities to strengthen governance and streamline public service delivery.
The promotion order, issued by the General Administration & Public Grievance Department on May 15, 2025, is aimed at enhancing coordination within departments such as Forest & Environment, Fisheries, Revenue & Disaster Management, Home, Water Resources, Housing & Urban Development, Parliamentary Affairs, Energy, Rural Development, Excise, Food Supplies, Women & Child Development, and Education.
Among the promoted officers are:
- Mr. Dharam Hansdah (2014-batch IAS officer), who has been serving as Joint Secretary in the Forest, Environment and Climate Change Department.
- Ms. Rina Mohapatra (2014-batch IAS officer), who has been serving as Joint Secretary in the Fisheries & Animal Resources Department.
- Ms. Lily Kumari Kullu (2014-batch IAS officer), who has been serving as Joint Secretary in the Revenue & Disaster Management Department.
