19 SCS Officers Promoted to IAS in Bihar; DoPT Fixes Seniority and 2015 Allotment Year – Check List Here

Patna: The Department of Personnel & Training (DoPT) has issued a comprehensive seniority order for 19 State Civil Service (SCS) officers newly inducted into the IAS Bihar cadre through the 2024 Select List.
The order, released on 19 November 2025, determines their year of allotment (YoA) and seniority under the IAS (Regulation of Seniority) Rules, 1987 and subsequent amendments.

Based on the weightage assigned to qualifying years of service – ranging from 3 years’ credit for 12 years of service to a maximum of 9 years for 27 years of service – all 19 promoted officers have been assigned the 2015 allotment year.

Placement Between 2015 and 2016 Batch Officers

In accordance with cadre positioning norms, the newly inducted IAS officers will be placed –

  • Below Tushar Singla (IAS 2015 batch), and
  • Above Richie Pandey (IAS 2016 batch).

This ensures proper seniority alignment within the Bihar IAS cadre.

Vacancies Linked to 2024 Select List

DoPT finalized the seniority based on proposals sent by the Government of Bihar, with the Select List prepared against vacancies arising between 01 January 2024 and 31 December 2024.

The seniority calculations were carried out under Rule 3(3)(ii) of the IAS Seniority Rules.
