25 Seniors IAS Transferred & 15 Promoted in Major Reshuffle at Centre, Bhuvnesh Kumar Named New UIDAI Chief; Suman Billa DG Tourism

New Delhi: In a sweeping bureaucratic reshuffle, the Appointments Committee of the Cabinet (ACC) has cleared several high-level appointments and promotions affecting key ministries and departments across the Government of India.

K.K. Pathak Appointed Additional Secretary in Cabinet Secretariat

Keshav Kumar (KK) Pathak, a senior IAS officer from the 1990 batch of the Bihar cadre, has officially been appointed as Additional Secretary in the Cabinet Secretariat of the Government of India. Prior to this, he was serving as the Chairman of the Bihar Revenue Board. His new role comes as part of a central deputation, which is a common practice where experienced IAS officers from states are temporarily moved to serve in key positions in the central government.

His appointment comes as part of a series of senior-level changes, with the post temporarily upgraded from Joint Secretary level.

Top Appointments Across Crucial Ministries

  • N Saravana Kumar (2000 batch, Bihar cadre) has been appointed Vice Chairman of the Delhi Development Authority (DDA).
  • Bhuvnesh Kumar (1995 batch, UP cadre), currently Additional Secretary in MeiTY, will take over as CEO of UIDAI.
  • Amitesh Kumar Sinha (1997 batch, IRAS) replaces Kumar as Additional Secretary in MeiTY.
  • Abhishek Singh (1995 batch, Nagaland cadre) becomes Director General of the National Informatics Centre and will hold additional charge as Additional Secretary, MeiTY.

Changes in the Tourism Ministry and State-run Corporations

  • Mugdha Sinha, DG (Tourism), becomes Managing Director of India Tourism Development Corporation.
  • Suman Billa steps in as the new DG (Tourism), replacing Sinha.
  • Jitendra Srivastava (2000 batch, Bihar cadre) will now lead REC Ltd. under the Ministry of Power.

15 Officers Receive In-Situ Promotions to Additional Secretary Rank

The ACC also approved in-situ upgradation of 15 officers, temporarily elevating their posts to Additional Secretary rank. These include:

  • Manish Thakur – Ministry of Tribal Affairs
  • Indra Mallo – Cabinet Secretariat
  • D. Anandan – Department of Expenditure

  • P. Hemalatha – Cochin Special Economic Zone
  • Piyush Singh – Ministry of Power
  • Manmeet Kaur Nanda – Department of Empowerment of Persons with Disabilities
  • Aparna Sachin Sharma – Ministry of Chemicals & Fertilizers
  • Nirupama Kotru – Ministry of Coal
  • Amita Prasad Sarbhai – Ministry of Culture
  • Biswaranjan Sasmal – Ministry of Social Justice & Empowerment
  • Amrit Raj – Ministry of Textiles
