Jaipur: In a major development, the long-standing legal hurdle that had blocked officers from non-Rajasthan Administrative Services (RAS) streams from becoming Indian Administrative Service (IAS) officers through promotion has finally been lifted. The court case, which had stalled promotions for the last two years, has now been resolved, opening the door once again for cross-departmental officers to ascend to the elite IAS cadre.
As a result, eight officers from other state services are now set to be promoted — four each against the vacancies for 2023 and 2024.
55 Applied, 20 Shortlisted: Selection Process in Final Stages
According to official sources, 55 officers across various Rajasthan state services had applied for the opportunity to be promoted to IAS. After a thorough review of performance records and eligibility by the state government, 20 officers have been shortlisted, whose names have now been forwarded to the Central Selection Committee.
The selection process includes a final interview round scheduled for July 23 and 24, following which 8 officers will be chosen to join the IAS.

Background: Two-Year Legal Delay Ends
The court case had effectively blocked the annual promotion of four non-RAS officers to IAS, leaving the 2023 and 2024 quota unutilized. With the court finally clearing the matter, the state government acted promptly to finalize the shortlist and move the process forward.
A senior official in the Personnel Department said, “The promotion process for officers from other services has resumed after two years. The interviews will take place later this month, and appointment orders will follow shortly after.”

This move is expected to bring greater professional diversity to the IAS cadre in Rajasthan. Officers from departments such as health, agriculture, transport, statistics, and cooperative services bring sectoral expertise that can contribute significantly to governance and public policy implementation.
