New Delhi: The Biological Diversity Amendment Act 2023 IPR filings surge is becoming a major milestone in India’s innovation ecosystem. According to an official report, India has seen a sharp rise in Intellectual Property Rights (IPR) applications linked to biological resources. This growth highlights how the amended law is improving transparency, simplifying approvals, and encouraging research and industrial development while protecting biodiversity and traditional knowledge.

India has recorded a strong increase in IPR filings related to biological resources.

  • 857 applications were received between April 2024–March 2025
  • 1,077 applications were received between April 2025–March 2026

This clearly shows a significant upward trend in innovation linked to biodiversity.

At the same time, the National Biodiversity Authority (NBA) issued:

  • 792 Certificates of Registration (CoRs) in 2024–25
  • 885 CoRs in 2025–26

This reflects faster processing and improved efficiency in approvals.

The Biological Diversity (Amendment) Act, 2023 has introduced key reforms:

1. Mandatory Registration Before IPR

Applicants must now obtain a Certificate of Registration (CoR) from the NBA before applying for patents or other IPR based on Indian biological resources.
