New Delhi: The Government of India has approved the empanelment of 13 Indian Police Service (IPS) officers for appointment to the rank of Inspector General (IG) or equivalent at the Centre.
The decision was cleared by the Appointment Committee of the Cabinet (ACC) on the proposal of the Ministry of Home Affairs (MHA).
According to an order issued by the Police-I Division (IPS-IV Section) of the MHA from Kartavya Bhavan, the empanelment has been carried out under different consideration categories, including First Review, Second Review, and Initial Deferred.

Seven Officers Cleared Under First Review
The following officers have been empanelled under the First Review category for holding IG-level posts at the Centre:
- Manoj Kaushik – Jharkhand cadre, 2001 batch
- Dumbere Milind Mahadeo – AGMUT cadre, 2006 batch
- S Premalatha – Bihar cadre, 2006 batch
- R V Asari – Gujarat cadre, 2006 batch
- Chandra Kishore Mina – Maharashtra cadre, 2006 batch
- B Sumathi – Telangana cadre, 2006 batch
- Akash Kulhary – Uttar Pradesh cadre, 2006 batch
- Manoj Kumar – Uttar Pradesh cadre, 2006 batch
Notably, two officers from the Uttar Pradesh cadre — Akash Kulhary and Manoj Kumar — feature among those cleared in this round.
Officers Cleared in Second Review Category
Four officers have been empanelled under the Second Review category for appointment as IG or equivalent at the Centre:
- Akhilesh Kumar Singh – Assam-Meghalaya cadre, 2003 batch
- Ashok Kumar – Gujarat cadre, 2003 batch
- H Thanghaulien Gangte – Manipur cadre, 2003 batch
- Manoj Tiwari – Sikkim cadre, 2003 batch
These officers were cleared after a subsequent review process.
Initial Deferred Case
Dhruv Gupta – Chhattisgarh cadre, 2005 batch – Initial Deferred
The empanelment status of Dhruv Gupta has been marked under the Initial Deferred category.
Order Not as Per Inter-Se Seniority
The MHA clarified in its notification that the order in which the officers’ names appear does not indicate their inter-se seniority.
Eligibility for Central Deputation
The empanelment enables these IPS officers to be considered for appointment as Inspector General or equivalent in:
- Central Armed Police Forces (CAPFs)
- Central Police Organisations (CPOs)
- Other central deputation posts
Appointments will be subject to availability of vacancies and further approvals as per rules.
