Ranchi: In a rare and historic development within the Indian Administrative Service (IAS), Alka Tiwari (IAS: 1988), who retired as Chief Secretary of Jharkhand on September 30, 2025, has been appointed the State Election Commissioner the very next day – October 1, 2025.
This swift appointment places Alka Tiwari and her husband, Devendra Kumar Tiwari, in a uniquely distinguished position: they are India’s only IAS couple to have consecutively held both of the state’s top posts – Chief Secretary and State Election Commissioner (SEC).

Ms. Tiwari handed over the reins of the state administration to Avinash Kumar (IAS: 1993), who took over as Chief Secretary on October 1. Within hours, the Jharkhand government issued a notification appointing her as the State Election Commissioner under Article 243K of the Constitution of India, marking a smooth and symbolic transition from administrative leadership to electoral oversight.
Known as a “silent civil servant”, Alka Tiwari is widely respected for her no-nonsense approach, integrity, and low-profile service style. She steered clear of bureaucratic lobbying and instead focused on governance and service delivery throughout her career.
Following Her Husband’s Footsteps – Twice
The synchronicity in the Tiwari couple’s careers is unprecedented –
D.K. Tiwari served as Chief Secretary of Jharkhand from April 2019 to March 2020, and was later appointed as State Election Commissioner from February 2021 to March 2025.
Ms Tiwari succeeded him as Chief Secretary in November 2024, and has now succeeded him again as the State Election Commissioner.
