New Delhi: In a key bureaucratic development, the Department of Personnel and Training (DoPT) has approved the premature repatriation of two senior officers — Amod Kumar (IAS:1995:UP) and Brajesh Kumar Pandey (IDAS:2006) — to their respective parent cadres on personal grounds. The move comes with the imposition of an extended cooling-off condition for both officers.
Amod Kumar (IAS:1995:UP) Repatriated to Uttar Pradesh Cadre
Mr. Amod Kumar, a 1995-batch IAS officer of the Uttar Pradesh cadre, has been prematurely repatriated from his current posting as Joint Secretary in the Ministry of Electronics & Information Technology to his parent cadre.
According to the DoPT order dated October 27, 2025, the competent authority approved his repatriation on personal grounds.
Mr. Kumar had joined central deputation in December 2021 as Deputy Director General, UIDAI, on a five-year term, and later took charge as Joint Secretary in MeitY in June 2025. His tenure was initially scheduled to continue until December 12, 2026, but he has been relieved nearly a year ahead of completion.
Brajesh Kumar Pandey (IDAS:2006) Relieved from Central Information Commission
In a separate order, the DoPT has also approved the premature repatriation of Brajesh Kumar Pandey, a 2006-batch officer of the Indian Defence Accounts Service (IDAS), who was serving as Joint Secretary (Director-level) in the Central Information Commission (CIC).
Mr. Pandey had been appointed to the CIC on September 15, 2021, for a five-year tenure but is now being repatriated nearly a year before the end of his deputation term.
The DoPT order stated that his repatriation has been approved on personal grounds and is accompanied by an extended cooling-off period.
Understanding ‘Cooling-Off Condition’ in Bureaucratic Terms
In central deputation rules, a cooling-off condition typically means an officer must serve in their parent cadre for a specified period (usually three years) before being considered again for central posting. An extended cooling-off implies a longer mandatory service period before future deputation opportunities.
Significance of the Move
Both officers have held key administrative and policy-making roles at the Centre, and their repatriation underscores a recent trend of early returns among senior civil servants citing personal or cadre-related reasons.
The orders have been formally issued by the Department of Personnel and Training (DoPT) and communicated to the respective ministries and state governments for implementation.
