Vijayawada, Amdhra Pradesh: The Andhra Pradesh Crime Investigation Department (CID) has issued a notice to its former Additional Director General (ADG) P. V. Sunil Kumar, directing him to appear before the Special Investigation Team (SIT) on December 4 for questioning in connection with the alleged custodial torture of former MP and current Deputy Speaker K. Raghurama Krishnam Raju.
The notice was served by SIT officials to Sunil Kumar, who is currently under suspension, asking him to report to the CCS office in Guntur for further examination.
Case Linked to 2021 Arrest of Raghurama Krishnam Raju
The allegations stem from the dramatic arrest of Raghurama Krishnam Raju on May 14, 2021, from Hyderabad by the state CID in a sedition case over his outspoken criticism of the then Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy.
Raghurama alleged that after being brought to the Guntur regional CID office, he was subjected to third-degree methods, including physical assault by CID officials.
He further claimed that attempts were made to conceal his injuries by manipulating his medical examination reports.
Medical Findings Supported Allegations
A subsequent medical evaluation reportedly found injuries consistent with custodial assault, strengthening the case against the officers involved.
The incident triggered political controversy at the time, with Raghurama’s party and legal team accusing CID officials of abuse of power and political vendetta.
SIT Investigation: Arrests Made Earlier
Based on a formal complaint registered in July 2023 at the Guntur Nagarampalem police station, a Special Investigation Team was constituted to probe the allegations.
The SIT has already arrested –
- Former CID DCP Vijay Paul
- TDP leader Tulasi Babu Kamepalli
Both were questioned over their alleged roles in the assault and the attempt to cover up the injuries.
Sunil Kumar is now the most senior officer to receive a notice in the case.
Next Steps: SIT to Decide Further Action After December 4
SIT officials said further action will be determined based on Sunil Kumar’s statement and cooperation during questioning on December 4.
The case continues to draw political attention due to the high-profile individuals involved and the alleged misuse of state machinery.
