Arunachal Pradesh Adopts ‘Pakke Declaration’ as a step towards Smart Climate Resilience

The Arunachal Pradesh Government has adopted landmark “Pakke Declaration” also known as “Pakke Tiger Reserve 2047 Ministerial Declaration on Climate Change Resilient and Responsive Arunachal Pradesh”. The aim of the ‘Pakke Declaration’ is to accelerate comprehensive, smart, climate resilient and inclusive development of the people and state with all-round efforts.

“Pakke Tiger Reserve 2047 Declaration on Climate Change Resilient and Responsive Arunachal Pradesh” is a historic approach by the Arunachal Pradesh Government. It is the first of its kind initiative by any state government of India.

The declaration which is made by the government foretell a multi-sectoral whole of a government and society approach on the pathway towards low emission and climate resilient development. This will be done through five broad themes, i.e, Panch Dharas resting on 75 strategies. They are- Environment, Forest & Climate Change, Health & Well-being of All, Sustainable & Adaptive Living, Livelihoods & Opportunities and Evidence Generation & Collaborative Action.

The Panch Dharas strive to support and realize a Climate Change Resilient and Responsive Arunachal Pradesh with its strategic domains resting on climate resilient forestry, climate resilient agriculture and horticulture, climate resilient animal husbandry and fishery, climate resilient water resource management, human health and climate change, sustainable habitats, renewable energy, sustainable transport system and disaster management preparedness.

According to the government press release, the action plans would be implemented with sector-wise resource allocation within respective budgetary envelopes for coordinated, systemic, sustained, and ambitious engagements in the State to urgently tackle and mitigate climate change impacts in the State and realize climate resilient and responsive landscapes in tune with the national policies on climate change response.

The government also says that they are proactively ensuring distributive justice and in line with this development philosophy. They say that all the climate change action plans will promote equitable gender roles & responsibilities aimed at protecting the most vulnerable, especially women and children, in communities from the adverse impacts of climate change. 

Chief Minister, Pema Khandu stated that the Government of Arunachal Pradesh would do its best to protect the people from challenges posed by the ongoing climate change and its impacts on biodiversity through addressing both the risks to the economy and the ecosystem.

In addition to Pakke Declaration, the Government of Arunachal Pradesh has also adopted yet another milestone in the green and digital growth trajectory of the State and strengthens the climate resilience and responsive endeavour. E-Cabinet is the electronic dynamic platform which provides a versatile digital environment and furthers the aim to be paper-less in continuation of the e-File system adopted earlier this year. The E-Cabinet system will add greater efficiency to the government decision making processes and make them greener, climate friendly, efficient and transparent.
