CONCOR, SCI and Major Ports Sign MoU to Launch Bharat Container Shipping Line for EXIM and Coastal Trade

New Delhi: In a major development for India’s maritime sector, Container Corporation of India Ltd. (CONCOR), Shipping Corporation of India Ltd. (SCI), and key port authorities signed a Memorandum of Understanding (MoU) on February 3, 2026, to form Bharat Container Shipping Line (BCSL), India’s proposed national container shipping joint venture. The move aims to strengthen the country’s container shipping capabilities and support export-import (EXIM) and coastal trade.

Joint Venture Formation and Stakeholders

The MoU was signed in New Delhi and disclosed to BSE Limited and the National Stock Exchange of India under SEBI regulations. The joint venture brings together:

  • CONCOR
  • SCI
  • Jawaharlal Nehru Port Authority (JNPA)
  • V.O. Chidambarnar Port Authority (VOC Port)
  • Chennai Port Authority (CPA)
  • Sagarmala Finance Corporation Ltd. (SMFCL)

The expected equity structure of BCSL is:

  • CONCOR: 30%
  • SCI: 30%
  • SMFCL: 20%
  • JNPA: 10%
  • VOCPA: 5%
  • CPA: 5%

This collaboration formalizes India’s first national container shipping line, originally announced by Prime Minister Narendra Modi during India Maritime Week 2025.

Strategic Objectives of Bharat Container Shipping Line

BCSL is being established to acquire, own, lease, and operate container vessels, containers, and related logistics assets. Its primary goals include:

  • Supporting EXIM and coastal trade
  • Providing end-to-end integrated logistics solutions
  • Enhancing port-based and sea-based transportation infrastructure
  • Leveraging the combined expertise of CONCOR, SCI, and port authorities

The initiative aligns with the Sagarmala Programme, which aims to strengthen India’s coastal and maritime economy while improving ease of doing business.

National and Economic Impact

The formation of BCSL is expected to have a far-reaching impact on India’s shipping and logistics sector, making it more efficient and globally competitive. By integrating container shipping operations across multiple ports and logistics operators, the joint venture is likely to boost trade, create employment opportunities, and support the government’s vision of a self-reliant maritime economy.
