Bihar Signs ₹468-Crore Investment MoU at India AI Impact Summit and Expo 2026; ₹250-Crore Research Park to Come Up at IIT Patna

New Delhi: In a major push toward emerging technologies, the Bihar government signed investment agreements worth ₹468 crore at the India AI Impact Summit and Expo 2026, positioning the state as a rising technology hub in eastern and northeastern India.

The five-day global summit, being held at Bharat Mandapam, witnessed Bihar entering into Memorandums of Understanding (MoUs) with several global companies as well as IIT Patna. The investment package includes the establishment of a ₹250-crore research park and a ₹60-crore Bihar AI Center of Excellence (CoE).

The initiative is expected to generate more than 10,000 direct jobs in the emerging technology sector and provide AI-based skill development training to over 50,000 youth across the state.

₹250-Crore Research Park at IIT Patna

The most significant announcement at the summit was the setting up of a ₹250-crore research park at IIT Patna.

According to officials, the research park will serve as a bridge between industry and academia, fostering innovation-driven growth. The facility will feature:

  • Advanced research laboratories
  • Dedicated startup incubation spaces
  • Industry collaboration platforms
  • High-end technology infrastructure

Director of IIT Patna, Prof. T.N. Singh, stated that the research park would create an ecosystem for innovation and entrepreneurship, strengthening Bihar’s technology landscape.

Bihar AI Center of Excellence to Drive Innovation

In addition to the research park, a ₹60-crore Bihar AI Center of Excellence (CoE) will be established.

Tiger Analytics will serve as the industry partner, while IIT Patna will act as the academic partner for the project. The AI CoE aims to create a strong platform for startups, research, and innovation in artificial intelligence and allied technologies.

Bihar’s IT Minister Shreyasi Singh said the centre would empower youth to become job creators rather than just job seekers.

Deputy CM Inaugurates Bihar Pavilion

On February 17, Bihar’s Deputy Chief Minister Samrat Choudhary inaugurated the Bihar State Pavilion at the summit.

The event was attended by Union Minister Rajiv Ranjan Singh, also known as Lallan Singh, along with senior state leaders including:

  • Dr. Dilip Kumar Jaiswal, Industries Minister
  • Sanjay Kumar Jha, Member of the Rajya Sabha
  • Bihar Chief Secretary Pratyay Amrit
  • Additional Chief Secretary B. Rajendra
  • Industries Secretary Kundan Kumar
  • IT Secretary Abhay Kumar Singh
  • Agriculture Director Saurabh Yadav

Addressing the gathering, Deputy CM Samrat Choudhary said that as India sets the global AI agenda, Bihar is rapidly progressing toward becoming the technology hub of northeastern India. He noted that the research park and AI CoE would provide world-class opportunities to the youth of the state.

Global Participation at the Summit

The summit has drawn participation from CEOs of over 100 technology companies and representatives from more than 135 countries. Heads of state from over 20 countries and ministers from more than 50 nations are also attending the event.

Bihar’s Pavilion (Hall 5-F, Stalls 8 and 12) is showcasing the state’s new industrial policies and investment opportunities in AI, semiconductors, and Global Capability Centers (GCCs).

Boost from GCC and Semiconductor Policies

The Bihar government recently approved the Bihar GCC Policy 2026 and the Semiconductor Policy 2026, aimed at attracting global investments.

Industries Minister Dr. Dilip Kumar Jaiswal highlighted that renewed investor interest has followed the announcement of these policies. Agreements signed at the summit include:

  • Red Cyber – ₹103 crore
  • Grow QR – ₹30 crore
  • CIPL – ₹25 crore

Chief Secretary Pratyay Amrit described the initiative as a milestone in Bihar’s structured industrialisation and economic transformation.

Focus on Jobs and Skill Development

The combined investments are expected to create over 10,000 direct jobs in emerging technology sectors. Additionally, more than 50,000 youth will receive AI-focused skill development training, strengthening the state’s human capital.

Rajya Sabha MP Sanjay Kumar Jha remarked that the investment agreements represent not just financial commitments but a comprehensive roadmap for Bihar’s youth and economic future.

Vision: Tech Hub for Eastern and Northeastern India

The Bihar government has articulated a broader ambition to establish the state as a global technology hub for eastern and northeastern India.

Key initiatives supporting this vision include:

  • Mega AI Core of Engineering projects
  • Letters of Intent for investment
  • New IT and semiconductor policies
  • Industry-academia partnerships

Bihar’s active participation at the India AI Impact Summit and Expo 2026 signals a strategic shift beyond traditional industries toward artificial intelligence, semiconductors, and Global Capability Centers.

With structured policy backing and substantial investment commitments, the state aims to accelerate economic transformation and strengthen its position in India’s evolving technology ecosystem.
