Patna: The Bihar Cabinet, chaired by Chief Minister Nitish Kumar, on Tuesday approved a series of major projects and policy decisions aimed at strengthening irrigation, infrastructure, industrial growth, and public welfare across the state. A total of 43 agenda items, including two legislative bills, were cleared in the meeting.
Indrapuri Reservoir Project Greenlit
The Cabinet cleared the decks for the construction of the Indrapuri Reservoir Project, aimed at enhancing irrigation facilities across eight districts—Bhojpur, Buxar, Rohtas, Kaimur, Aurangabad, Patna, Gaya, and Arwal.
A draft agreement (MoU) for water sharing between Bihar and Jharkhand was also approved following the Central Water Commission’s clearance. Under the agreement, Bihar will receive 5.75 Million Acre Feet (MAF) of water, while Jharkhand will get 2.0 MAF from undivided Bihar’s 7.75 MAF share.
The agreement resolves a long-standing dispute that stalled the project, which was addressed during the 27th Eastern Regional Conference held in Ranchi in July 2025, chaired by Union Home Minister Amit Shah.
Private Investments Worth Over ₹400 Crore Approved
The Cabinet approved three significant private investments:
- Prince Pipes & Fittings Ltd, Begusarai – A “pipes & fittings” manufacturing unit with an investment of ₹199.44 crore, generating employment for 225 people.
- Logipark Patna Pvt Ltd, Vaishali – A logistic park/warehousing unit with a 5,59,372.78 sq. ft. area and an investment of ₹104 crore, employing 500 people.
- Rohtas Cement (Dalmia Cement, Banjari, Rohtas) – Expansion of cement production by 0.5 million TPD with an investment of ₹107.32 crore, increasing total capacity to 1.5 million TPD.
Additionally, ₹138.82 crore was sanctioned for land acquisition for a logistic park and cargo hub near Darbhanga airport.
Infrastructure & Safety Initiatives
- Underground Electric Cables in Patna: ₹653 crore approved for laying underground electric cables across 13 divisions of Patna Electric Supply Undertaking (PESU), along with SCADA-DMS implementation.
- Patna Ring Road: ₹142 crore sanctioned for land acquisition to develop junctions of the Bihta-Danapur elevated corridor under the Bharatmala project, aimed at easing city traffic.
- Bihar Bhawan in Mumbai: Administrative approval of ₹314.20 crore granted for the construction of Bihar Bhawan.
- CCTV Installation in Jails: ₹155.38 crore approved for installing 9,073 CCTV cameras in 53 jails to enhance security, with BELTRON Patna overseeing the project.
Social & Welfare Measures
- Bihar Advocates Welfare Trust Committee: ₹30 crore sanctioned to provide ₹5,000 monthly stipends for new advocates registered after January 1, 2024, and ₹5 lakh support to bar associations for e-library setups.
- Youth, Employment & Skill Development Department: Creation of 147 new posts approved to strengthen the newly formed department.
- Bihar Vikas Mission: Tasked with supervising and monitoring the “Saat Nischay-3” initiative to transform Bihar into a developed state within five years.
The Cabinet decisions reflect Bihar’s focus on integrated development, combining irrigation, industrial growth, infrastructure modernization, digital safety measures, and social welfare. The Indrapuri Reservoir Project, coupled with private investment approvals and major infrastructure plans, is expected to bolster the state’s economy and improve the quality of life for its citizens.
