In a significant step towards reinforcing transparent and citizen-focused governance, Mr. Amrit Lal Meena, the Chief Secretary of Bihar and a 1989-batch IAS officer, inaugurated a series of digital platforms and welfare measures under the Bihar Prashasnik Sudhar Mission Society (BPSMS) at a high-level event held in the Secretariat Meeting Hall on Thursday.
The event was attended by top officials including the Development Commissioner, Additional Chief Secretary-cum-Mission Director of BPSMS, departmental secretaries, and representatives from the National Informatics Centre (NIC), State Bank of India (SBI), and KPMG.
RTPS Online Appeal & Review Portal Launched
At the heart of the initiatives was the launch of the RTPS Online Appeal & Review Portal (https://rtpsappeal.bihar.gov.in), aimed at strengthening the Bihar Right to Public Services Act, 2011. The portal enables citizens to file appeals and reviews in cases of delayed or denied services from government departments. With features such as paperless workflow, digital signatures, real-time dashboards, and tracking capabilities, the platform ensures efficient grievance redressal and citizen empowerment.
“Technology must serve the people, and this portal ensures that the right to timely services is not just a promise but a practical reality,” said Mr. Meena, adding that BPSMS continues to lead the charge in governance innovation through smart digital interventions.
HRMS Bihar App Now Live
Another key announcement was the rollout of the HRMS Bihar Android Mobile App, now live on the Google Play Store. This app provides government employees with access to their service book, leave applications, service tracking, and correction submissions with supporting documentation. The iOS version is expected soon, while Phase II modules of HRMS will soon cover disciplinary actions, promotions, pensions, insurance, training, and exit procedures. To assist with implementation, comprehensive handbooks for e-service books and employee self-service were also released.
Group Health Insurance for Contractual Staff
In a move aimed at promoting employee welfare, a Memorandum of Understanding (MoU) was signed between BPSMS and SBI General Insurance Company Limited for the rollout of a Group Health Insurance (GHI) scheme for 3,560 contractual employees. This includes 2,850 Executive Assistants, 608 IT Assistants, and 102 IT Managers deployed at various administrative levels.
The scheme provides cashless treatment coverage up to Rs. 5 lakh per annum, effective from day one, including for pre-existing conditions. It also includes maternity care (Rs. 20,000 for normal and Rs. 50,000 for caesarean deliveries), ICU, AYUSH, and pre/post-hospitalization expenses (30/60 days). A dedicated 24×7 claims team, 1-hour pre-authorization, and 3-hour discharge approval window ensure swift response times. Employees will also receive benefits under SBI’s Salary Package for Contractual Employees.
The total insurance premium of Rs. 1.42 crore plus GST will be fully borne by BPSMS for one year. The MoU is valid for three years and is subject to extension.

The Development Commissioner of Bihar hailed the developments, stating, “This initiative not only strengthens social security for our contractual workforce but also reinforces transparency and compassion in governance. Technology-enabled services are critical to good governance.”
With these initiatives, the Government of Bihar, through BPSMS, has reiterated its dedication to digitally enabled, inclusive, and efficient governance, setting benchmarks in citizen service delivery and employee welfare across the country.
