Bhopal: In a significant administrative move, the Madhya Pradesh government has appointed IAS Chandramauli Shukla (2011 batch) as Additional Secretary in the Chief Minister’s Secretariat, adding to his existing roles as Managing Director of MPIDC and State Industrial Development Corporation, and Commissioner of Aviation.

The appointment, notified by the General Administration Department (GAD) on 22 July 2025, is seen as part of a broader restructuring effort within the Chief Minister’s Office (CMO) following CM Dr. Mohan Yadav’s recent overseas visit to Spain and Dubai aimed at attracting industrial investment.

A Trusted Technocrat in a Key Role

Mr Shukla, a Madhya Pradesh cadre officer, is widely respected for his technical proficiency, administrative experience, and efficiency in driving industrial growth. With degrees in engineering and management, Shukla has overseen key infrastructure and aviation projects and led efforts to promote Madhya Pradesh as an investment destination.

His appointment to the CMO reflects increased emphasis on aligning governance with economic development goals, particularly in the industrial and aviation sectors.

Expanded Responsibilities Amid Investment Push

As MD of the Madhya Pradesh Industrial Development Corporation (MPIDC) and State Industrial Development Corporation, Shukla has played a central role in executing investment-friendly policies. His new position in the CMO will involve policy coordination, strategic planning, and project monitoring in line with the state’s economic vision.

The move comes just days after the CM’s return from Europe and the Middle East, where he engaged with global investors to promote Madhya Pradesh as a business hub.

CMO Restructuring: Recent Key Appointments

This reshuffle is part of an ongoing wave of administrative changes under Dr. Yadav’s tenure since December 2023. Some of the latest notable appointments include:

Neeraj Mandloi (IAS 1993): Appointed Additional Chief Secretary to CM, replacing Rajesh Rajaura.

Sibi Chakravarti M. (IAS 2008): Removed from CMO, now full-time MD, Madhya Pradesh Bhawan and Infrastructure Development Board.

Raghavendra Kumar Singh (IAS 1997): CM’s Principal Secretary, now additionally in charge of the Industries Department.

These changes signal the CM’s intent to reinforce his core team with officers who bring sectoral expertise and administrative synergy.

Why This Appointment Matters

1. Industrial Development Focus

Shukla’s portfolio aligns directly with the state’s push for industrial growth, logistics infrastructure, and aviation connectivity.

2. Synergy and Trust

Sources indicate Shukla has earned the confidence of the CM through consistent delivery and policy alignment.

3. Post-foreign trip momentum

CM Yadav’s overseas engagements appear to be followed by strategic bureaucratic placements to fast-track implementation on the ground.

Frequent Transfers Raise Questions on Administrative Stability

Since CM Mohan Yadav took office in December 2023, Madhya Pradesh has witnessed 261 IAS transfers in 11 months, including two complete reorganisations of the CMO.

Major Transfer Milestones in CMO:

  • Dec 2023: Raghavendra Kumar Singh appointed Principal Secretary to CM
  • Feb 2024: Five IAS officers inducted into CMO
  • Jan 2025: 42 IAS officers reshuffled
  • July 2025: Shukla, Mandloi appointed to CMO

Critics have raised concerns about administrative continuity. Former DGP Arun Gurtoo remarked that frequent reshuffles impact governance at the grassroots, while ex-Chief Secretary S.C. Behra called for longer tenures for officers to deliver results.

Core Team

The appointment of Chandramouli Shukla as Additional Secretary to the Chief Minister is more than a routine bureaucratic reshuffle. It represents a strategic move to infuse technical and investment expertise into the Chief Minister’s core team. Whether this reorganisation brings desired outcomes or adds to the challenges of bureaucratic instability remains to be seen.
