Ahead of the much-anticipated Bihar Assembly elections, the Central Election Commission (CEC) has appointed 425 officers from across the country as election observers to ensure free and fair polling. These include 287 IAS officers, 58 IPS officers, and 80 officers from other services, such as the Indian Revenue Service (IRS).
Among them, 28 officers are from Madhya Pradesh—25 IAS officers and 3 IPS officers—who will play a vital role in various capacities throughout the election process.
MP Officers Among Elite Team of Election Observers
The IAS officers from Madhya Pradesh appointed as general observers are:
Mr. Shobhit Jain, Ms. Sonali Wayangkar, Mr. Vivek Kumar Porwar, Mr. P. Narhari, Dr. Sanjay Goyal, Mr. Raghuraj M.R., Ms. G.V. Rashmi, Mr. Madan Nagargoje, Mr. Swatantra Kumar Singh, Mr. Bharat Yadav, Mr. Abhishek Singh, Mr. Ajay Gupta, Mr. Amit Tomar, Mr. Avinash Lavania, Ms. Preeti Maithil, Mr. Anurag Chaudhary, Mr. Karmveer Sharma, Mr. Tarun Rathi, Mr. Gautam Singh, Mr. Girish Sharma, Mr. Harjinder Singh, Ms. Sarita Bala, Mr. Virendra Kumar, Mr. Rahul Haridas, and Mr. Kumar Purushottam.
For security monitoring, the three IPS officers from Madhya Pradesh are:
Mr. Sushant Kumar Saxena, Ms. Chaitra N, and Mr. Lalit Shakyavar.
Training in Delhi: Observers Briefed on Election Management
Before heading to Bihar, all 425 observers were given an intensive orientation on election management in Delhi. Chief Election Commissioner Mr. Gyanesh Kumar personally addressed the officers, urging them to serve as the “eyes and ears of the Commission.”
The observers were briefed on ethical conduct, voter privacy, model code of conduct enforcement, and real-time reporting responsibilities.
Types of Observers and Their Roles
The Election Commission has deployed three categories of observers:
- General Observers (primarily IAS officers): Oversee poll preparedness, voting processes, and polling station management.
- Security Observers (IPS officers): Monitor law and order, deployment of police forces, and sensitive area security.
- Expenditure Observers (IRS and other services): Track campaign finances, cash distribution, and illegal inducements.
These officers will be deployed in their respective constituencies as soon as the election dates are formally announced.
Transparency and Accountability Emphasised
The Election Commission has emphasized transparency in observer conduct. Officers have been instructed to make all visit information public during their field duties. From polling station reviews to law and order monitoring, observers will ensure that every step of the electoral process is scrutinized and reported in real time.
With this proactive administrative setup, the Commission aims to maintain a high standard of electoral integrity, especially in a politically sensitive and high-stakes state like Bihar.
