Bihar, long grappling with industrial backwardness and the outmigration of its youth in search of jobs, may be poised for a major turnaround. The state is now banking on the combined impact of two ambitious schemes: the Prime Minister’s Vikasit Bharat Rojgar Yojana and the Chief Minister’s Pratigya Yojana.

Together, these schemes promise to ignite industrial activity and provide direct employment pathways for the state’s youth, especially those who have long remained on the fringes of formal employment.
Major Push to Private Sector Recruitment
The Pradhan Mantri Vikasit Bharat Rojgar Yojana is designed to energise the manufacturing sector by offering incentives to employers for creating new jobs. Under this scheme, the first month’s salary (up to Rs. 15,000) is provided to employees, while employers receive financial support for generating additional employment for two years, and extended benefits for four years in the manufacturing sector.
This structure not only encourages job creation but also facilitates easier entry for youth into their first jobs, especially in the private sector, where initial recruitment has traditionally been challenging.
CM’s Pratigya Yojana Offers Real-World Training and Stipend
Complementing the central scheme is the Chief Minister’s Pratigya Yojana, which bridges the gap between training and practical work experience. Unlike traditional training programs, it offers youth a chance to work as interns in real industry settings with a structured stipend system:
- 12th Pass: Rs. 4,000/month
- ITI/Diploma Holders: Rs. 5,000/month
- Graduates/Postgraduates: Rs. 6,000/month
Additionally, those posted outside their home districts receive extra allowances:
- Rs. 2,000/month for the first 3 months (within Bihar)
- Rs. 5,000/month for the full internship period (outside Bihar)
Internships can last between 3 to 12 months, with at least 50% of the time dedicated to practical training.
Industry Minister Backs Schemes as Path to Transformation
Speaking at a workshop held on Tuesday at the Vikas Bhavan hall, Bihar’s Industry Minister Mr. Nitish Mishra expressed optimism about the state’s industrial future. “Bihar is now fully prepared to take off industrially. The Chief Minister’s Pratigya Yojana will give the state a strong identity on the national industrial map. It will create a trained workforce along with large-scale employment,” he said.
The workshop, focused on both schemes, aimed to mobilise stakeholders around the goal of employment preparation and to accelerate industrial development in the state.
