Patna: The first cabinet meeting of the newly formed NDA government in Bihar, chaired by Chief Minister Nitish Kumar, focused on creating employment opportunities, attracting investments, and developing the state’s industrial and technological infrastructure. Ten major decisions were taken to accelerate Bihar’s transformation into a new-age industrial and technology hub.
Key Focus Areas: Industry, Employment, and Technology
The cabinet approved plans to –
- Develop large-scale industries and strengthen existing industrial clusters.
- Revive older industrial areas and set up new industrial clusters across the state.
- Accelerate preparations for Defense Corridor and Semiconductor Manufacturing Parks.
- Develop Global Capability Centers, Mega Tech Cities, and FinTech Cities.
- Amend startup policies to provide funding, training, and market support to young entrepreneurs.
- Establish new sugar mills and restart closed ones.
- Launch the Bihar Artificial Intelligence Mission for city modernization and technological growth.
- Form a high-level committee under the Chief Secretary with national and international experts to oversee industrial and employment initiatives.
- Reiterate the target of providing 10 million youth with employment between 2025-2030.
- Approve the Bihar Legislative Assembly session from December 1-5, 2025, to conduct MLA swearing-in, Speaker election, and a vote of confidence.
Employment Drive: 10 Million Youth in Five Years
CM Nitish Kumar highlighted the government’s employment achievements under Saat Nischay-2, stating that 5 million youth were given jobs between 2020-25. The new government aims to double this figure to 10 million by 2030, focusing on both government and private-sector employment.
“Bihar’s youth population is a key asset. We are determined to channel it effectively to make Bihar one of the fastest-growing states in India,” CM Nitish Kumar said on social media.
Industrial and Technological Initiatives
- Plans for Defense Corridors, Semiconductor Parks, Mega Tech Cities, FinTech Cities, and Global Capability Centers have been accelerated.
- Startup ecosystem policies will be amended to enhance access to funding, mentorship, and markets.
- The Bihar Artificial Intelligence Mission will modernize cities and integrate AI into governance and urban planning.
- New and closed sugar mills will be developed to boost the agro-industrial sector.
The cabinet emphasized high-quality infrastructure, power supply, water management, and skilled human resources as key enablers for industrial growth.
High-Level Committee to Monitor Implementation
A committee chaired by the Chief Secretary, including national and international experts, will prepare action plans and monitor progress on all approved initiatives. The committee is expected to submit its report within six months.
CM Nitish Kumar stressed that “rapid action, effective implementation, and completing whatever we start” are priorities for his government.
Legislative Assembly Session Scheduled
The cabinet approved convening the Bihar Legislative Assembly from December 1-5, 2025, which will cover –
- Swearing-in of newly elected MLAs
- Election of the Speaker
- Vote of confidence in the government
