Patna: In a major step to ensure quality construction of rural infrastructure, Bihar’s Rural Works Department has issued strict guidelines for monitoring the construction of rural roads and bridges across the state.
The decision was taken during a high-level review meeting chaired by the Engineer-in-Chief, with officials from laboratory, divisional, and regional quality control units participating via video conferencing.
Monthly Inspection of 20 Projects Made Mandatory
As part of the new directives, all quality control officers must:
- Inspect at least 20 ongoing road or bridge projects every month
- Conduct detailed field verification of construction quality
- Ensure strict adherence to engineering standards
The move aims to strengthen accountability and eliminate negligence in infrastructure projects.

Geo-Tagging and MIS Reporting for Transparency
To enhance transparency and real-time monitoring, the department has made it mandatory to:
- Upload geo-tagged photos from construction sites
- Submit material testing reports
- Update findings on the MIS portal
Officials must upload routine inspection reports within one week, while reports related to public complaints must be submitted within 15 days.
Focus on Modern Quality Testing Measures
The department has also emphasized advanced quality control practices, especially for concrete works.
Key measures include:
- Collecting samples at the time of concrete casting
- Pre-informing concerned officials before sampling
- Ensuring accurate testing of material strength and durability
This step will help maintain long-term durability of rural roads and bridges.
Zero Tolerance Policy on Poor Quality Work
The Rural Works Department has reiterated a zero tolerance policy toward substandard construction.
Officials have been directed to:
- Maintain strict supervision at all levels
- Ensure timely reporting and compliance
- Fix accountability in case of lapses
