The Chief Minister Rural Road Upgradation Scheme (MMGSUY) and its flagship component, the Rural Path Strengthening and Management Program, are playing a transformative role in strengthening infrastructure and catalyzing socio-economic development in rural Bihar. What began as a road maintenance initiative has now evolved into a comprehensive framework for rural economic advancement, employment generation, and social empowerment.
Over 30,000 km of Roads Approved for Reconstruction
Under the MMGSUY, administrative approval has been granted for the reconstruction of 17,927 rural roads, covering a total length of 30,545.378 kilometers. These roads are not just thoroughfares—they are lifelines for thousands of villages, ensuring all-weather connectivity, access to markets, school transportation, and reliable links to healthcare centres.
According to the Rural Works Department, work has already commenced on 11,985 roads, with a cumulative length of 20,998 km. The state government aims to complete the initial upgradation of all approved roads by the financial year 2025–26.
Focus on Long-Term Durability and Timely Maintenance
To sustain these improvements, the government has rolled out the Chief Minister Rural Road Strengthening and Management Program, approved by the State Cabinet in November 2024. This strategic sub-scheme focuses on:
- Double blacktopping of rural roads to maintain surface strength and smoothness.
- Ensuring the riding quality of roads for long-term use.
- Deploying Rural Road Repair Vehicles in all sensor-monitored zones to swiftly address any damage or deterioration, thereby minimizing inconvenience to commuters.
Additionally, roads that complete their five-year maintenance period will be re-evaluated and upgraded annually, ensuring sustained quality and resilience of the rural road network.
Catalyzing the Rural Economy
Beyond improved connectivity, this road network has sparked a visible transformation in the rural economy:
- Local employment has surged due to road construction and maintenance work.
- Farmers now have timely access to larger markets, enabling better price realization for their produce.
- Transport logistics have improved, reducing post-harvest losses and preserving the quality of perishable goods.
- Small businesses, dairy enterprises, and rural tourism have gained momentum, thanks to better accessibility and infrastructure.
The flow of cash and goods between villages and urban centres has increased, leading to higher household incomes and improved standards of living in rural areas.
